SESSION OF THE LOWER HOUSE OF THE INDIAN PARLIAMENT WHEN NEWS OF 
THE PAKISTANI DECISION WAS ANNOUNCED.

MR. VAJPAYEE TOLD LAWMAKERS THE PAKISTANI NUCLEAR TESTS 
VINDICATED HIS DECISION TWO WEEKS AGO TO DETONATE FIVE NUCLEAR 
DEVICES.  

LAWMAKERS IMMEDIATELY ERUPTED IN SHOUTING AT THE ANNOUNCEMENT BUT
MR. VAJAPAYEE APPEALED FOR CALM SAYING THE MATTER SHOULD BE 
DISCUSSED SERIOUSLY.  MR.VAJPAYEE APPEALED FOR UNITY IN THE FACE 
OF WHAT HE DESCRIBED AS AN OUTSIDE THREAT.  

ON WEDNESDAY, THE INDIAN PRIME MINISTER TOLD PARLIAMENT HIS 
GOVERNMENT WAS COMMITTED TO A "NO FIRST USE" POLICY WITH PAKISTAN
AND OTHER COUNTRIES IN THE REGION. (SIGNED)
