INTRO:  FIRST LADY HILLARY RODHAM CLINTON SAYS THE UNITED STATES 
DID ALL IT COULD TO AVERT NUCLEAR TESTS BY PAKISTAN AND INDIA. 
MRS. CLINTON WAS INTERVIEWED ON V-O-A (THURSDAY) IN THE INAUGURAL
BROADCAST OF THE NEW 24-HOUR ALL NEWS PROGRAM, V-O-A NEWS NOW.  
V-O-A'S CORRESPONDENT JIM MALONE HAS A REPORT.  

TEXT:  MRS. CLINTON SAYS THE DECISIONS BY PAKISTAN AND INDIA TO 
GO AHEAD WITH NUCLEAR TESTS OVER THE OBJECTIONS OF THE UNITED 
STATES DO  NOT  REFLECT NEGATIVELY ON U-S LEADERSHIP AROUND THE 
WORLD.

         CERTAINLY THE UNITED STATES DID ALL THAT IT COULD TO 
         AVERT THIS EVENT TODAY WITH THE TESTING IN PAKISTAN. BUT
         THAT IT WAS A VERY DIFFICULT SITUATION THAT HAD TO BE 
         DEALT WITH AND UNFORTUNATELY DECISIONS WERE MADE THAT 
         WILL NOW LEAD TO CONSEQUENCES SUCH AS THE IMPOSITION OF 
         SANCTIONS BY THE UNITED STATES. THE SANCTIONS WILL BE 
         IMPOSED, BUT CERTAINLY THE UNITED STATES WILL LOOK FOR 
         WAYS TO TRY TO PREVENT ANY FURTHER ESCALATION OF THE 
         SITUATION IN EITHER INDIA OR PAKISTAN.

AND MRS. CLINTON ALSO SAYS THAT THE ADMINISTRATION CONTINUES TO 
URGE BOTH INDIA AND PAKISTAN TO DEVOTE RESOURCES TO IMPROVING THE
LIVES OF THEIR PEOPLE,  NOT  BUILDING NUCLEAR WEAPONS.

         AND I THINK IT IS REGRETFUL THAT WE ARE SEEING THESE 
         UNFORTUNATE DEVELOPMENTS WITH RESPECT TO NUCLEAR TESTING
         WHEN MUCH OF THE REST OF THE WORLD HAS LONG RECOGNIZED 
         THAT IS A NO-WIN SITUATION FOR ANY COUNTRY TO PUT ITSELF
         INTO AND THAT IT IS FAR BETTER AND MUCH MORE IN BOTH THE
         NATIONAL INTEREST AND THE INTERESTS OF INDIVIDUALS IN 
         INDIA AND PAKISTAN TO FOCUS ON SOME OF THE CHALLENGING 
         SOCIAL, POLITICAL AND ECONOMIC PROBLEMS THAT NEED TO BE 
         RESOLVED AND COULD BE TO THE EXTENT OF REALLY UNLEASHING
         THE HUMAN POTENTIAL OF THOSE TWO COUNTRIES.

THE FIRST LADY ALSO SAID SHE WAS SPEAKING FOR HERSELF AND NOT THE
ADMINISTRATION WHEN SHE CAME OUT IN FAVOR OF THE CREATION OF A 
PALESTINIAN STATE IN THE MIDDLE EAST EARLIER THIS MONTH. MRS. 
CLINTON SAYS U-S POLICY REMAINS THAT ISSUES MUST FIRST BE 
RESOLVED BY ALL PARTIES IN THE MIDDLE EAST BEFORE THERE CAN BE A 
LASTING PEACE.
