INTRO:  PRESIDENT CLINTON HAS CONDEMNED THE SECOND ROUND OF 
NUCLEAR TESTS BY PAKISTAN.  V-O-A WHITE HOUSE CORRESPONDENT 
DEBORAH TATE REPORTS.

TEXT:  MR. CLINTON SAYS THE TESTS ONLY SERVE TO INCREASE TENSIONS
IN AN ALREADY VOLATILE REGION.

IN A WRITTEN STATEMENT, THE PRESIDENT SAID PAKISTAN'S SERIES OF 
TESTS AND THOSE CONDUCTED BY INDIA EARLIER THIS MONTH ARE 
CONTRIBUTING TO WHAT HE CALLED A SELF-DEFEATING CYCLE OF 
ESCALATION THAT DOES NOT ADD TO THE SECURITY OF EITHER COUNTRY.  

THE PRESIDENT'S COMMENTS CAME AS HE SIGNED DOCUMENTS FORMALLY 
IMPOSING SANCTIONS ON PAKISTAN.  THEY WILL BLOCK ANY RENEWAL OF 
U-S MILITARY AND ECONOMIC AID AND JEOPARDIZE LOANS PAKISTAN 
RECEIVES FROM THE INTERNATIONAL MONETARY FUND AND OTHER LENDING 
INSTITUTIONS.

SIMILAR PUNITIVE MEASURES WERE IMPOSED ON INDIA AFTER ITS NUCLEAR
TESTS.

MR. CLINTON CALLED ON BOTH INDIA AND PAKISTAN TO RENOUNCE FURTHER
NUCLEAR AND MISSILE TESTING, AND TAKE DECISIVE STEPS -- INCLUDING
SIGNING THE COMPREHENSIVE TEST BAN TREATY -- TO REVERSE WHAT HE 
CALLS 'THIS DANGEROUS ARMS RACE.'  (SIGNED)
