SHARIF'S MEETING IN WASHINGTON, PAKISTAN HAS PUT CONDITIONS ON THE MILITANT'S WITHDRAWAL FROM INDIA'S SIDE OF THE BORDER. PAKISTAN'S FOREIGN MINISTER SAYS THE PULL-OUT OF THE MILITANTS WILL BE TIED TO NEW STEPS TAKEN BY THE INTERNATIONAL COMMUNITY TO HELP RESOLVE THE 50-YEAR-OLD DISPUTE. IF NO PROGRESS IS MADE, THE FOREIGN MINISTER SAYS THE MILITANTS WILL BE ENTITLED TO CONTINUE THEIR 10-YEAR STRUGGLE AGAINST INDIAN RULE. THE MILITARY ACTION HAS RAISED TENSIONS BETWEEN THE NUCLEAR-CAPABLE NEIGHBORS TO ITS HIGHEST LEVEL IN 30-YEARS. THE TWO COUNTRIES HAVE ALREADY FOUGHT TWO WARS OVER THE HIMALAYAN REGION.
