SERGEEV REPEATS RUSSIAN OPPOSITION TO ABM MODIFICATION. Marshal
Sergeev also used the meeting to reaffirm that Moscow's
opposition to any modification of the ABM treaty is "strong and
unchangeable." He also repeated Russian unhappiness with NATO's
eastward expansion, noting that Moscow had unfrozen its ties
with the Western alliance only insofar as that corresponds to
her interests. He suggested that the Russian government is now
prepared to discuss reopening a NATO office in Moscow.
