DEFENSE MINISTER CONDEMNS U.S. ON NMD. Defense Minister Igor
Sergeev said on 14 February that American plans to build a
national missile defense and to "destroy" the 1972 ABM treaty
will make the world "unsafe," Interfax reported. But Sergei
Rogov, the director of Moscow's Institute for the Study of the
USA and Canada, was quoted in "Krasnaya zvezda" as saying that
the Russian government will eventually have to negotiate with
Washington on a post-ABM regime. Meanwhile, "Segodnya" suggested
that Moscow has brought its current problems on itself in this
sphere by adopting a generally anti-American line since last
