(Begin text) Ukraine, the United States, Canada and Sweden initialed on May 28 an agreement for the establishment of a Science and Technology center in Ukraine. The purpose of the center is to support and assist the conversion to peaceful activities of scientists and engineers who have been involved in nuclear, biological or chemical weapons development, or ballistic missile programs. The center is to support projects in basic or applied science, or that contribute to the solution of technological problems, or that facilitate Ukraine's conversion to a market-based economy responsive to civil needs. Environmental protection, nuclear safety and energy production are likely to be areas of high priority for projects in Ukraine. The participating countries expect the center to begin operating during the summer months and welcome contributions and participation of other countries. The United States Government calls upon the American private sector to join in both the International Science and Technology Center headquartered in Moscow, and the Center located in Kiev. American universities, private industry, and non-profit organizations have a special role to play in the functioning and ultimate success of these Centers. Institutes, governments and individuals are encouraged to submit project proposals for consideration and funding. Science Center projects offer American entities a unique opportunity to undertake cooperative ventures in the former Soviet Union that will benefit from both logistical assistance and financial support of the Centers. Dr. Robert L. Gallucci, Senior Coordinator in the Office of the Deputy Secretary of State, is responsible for coordinating U.S. Government participation in both Science Centers.
