                           UTILIZATION OF THE TSS

1.  MATERIAL ESCORT REQUIREMENTS.

    a.   Nuclear Materials Courier.  The following types of material shall
         be transported by TSD Nuclear Materials Couriers (NMCs) in the TSS
         except as noted in Para. 2.e., of this Chapter.

         (1)  nuclear explosives;

         (2)  components moved in a single shipment which could comprise a
              complete nuclear explosive;

         (3)  any form of U-235 enriched 20 percent or greater in quantities
              of 5kg or more, or U-233 or Pu in quantities of 2kg or more;

         (4)  classified forms of Pu and U-235 regardless of quantity as
              requested by Heads of Field Elements;

         (5)  DOE-owned plutonium in any quantity to be transported by air;

         (6)  any form of Pu-238 in excess of five grams.

    b.   NMC or TEs.  The following material shall be transported under the
         custody of the TSD NMCs or TEs:

         (1)  Models, mockups, prototypes, etc., of nuclear explosives, and
              nuclear explosive-like assemblies, to include joint test
              assemblies and joint interface test systems, when these
              assemblies reveal Secret Restricted Data.

       Note:  Assemblies are defined as essentially a nuclear explosive less
              the "physics package."  It does not include subassemblies or
              "piece parts" of a nuclear explosive.  Non-SNM subassemblies
              or "piece parts" of a nuclear explosive may be transported by
              other means as approved by the Director, SNSD.

         (2)  Material specified by:

              (a)  Director, NESD, due to extraordinary hazards or shipping
                   container limitations;

              (b)  Head of AL Divisions and offices due to fragile nature
                   of, or urgency of need for the matter at destination;

         (3)  Limited Life Components (Tritium Reservoirs only) and during
              in-flight shipment via a DOE Contractor Aircraft.

         (4)  "Lost Code" PAL devices, while in transit between Mason &
              Hanger-Silas Mason Co., at the Pantex Plant, to authorized
              recipients of Sandia National Laboratories/New Mexico
              (SNL/NM), when the code discloses Top Secret information,
              until it is changed by SNL/NM personnel after postmortem (see
              AL SD 56XB, Chapter 2.5).

    c.   Cargo of Opportunity.  See definition.

    d.   Terminology.  Reference to "courier" in the remainder of this
         document implies both courier and transportation escort, as
         necessary.  Specific differentiation is noted where required.

2.  REQUEST FOR TSS SERVICES.

    a.   Written Request.  Primary  and/or operational contacts must provide
         in writing, to the Planning and Scheduling Section (P&SS),
         Transportation Management Branch, TSD, a properly classified and
         formatted Transportation Shipping Request (TSR), for TSS services.
         This request must be received by the P&SS no later than three weeks
         prior to the week of the shipment's availability date.  If any
         change is required to the request, a revised request must be
         submitted.

         (1)  Requests for cargoes of opportunity must be received, in
              writing, three weeks prior to the requested shipment date.

         (2)  Completed shipping requests shall be classified in accordance
              with the current TSS Classification Guide.

         (3)  Shipping organizations are required to send a copy of each
              shipping request and any changes to the recipient.

         (4)  Delays of shipments may result if requests do not comply with
              the above.

    b.   Material Delays.  Following submission of a TSR, if the initiating
         agency places a hold on the material that agency must cancel the
         TSR if the hold exceeds 14 calendar days.  A new TSR must then be
         submitted as stated above when the material is available for
         transfer.

    c.   Special Shipment Requests.

         (1)  Submit requests to conduct air shipments in the DOE TSS of
              plutonium to the Manager, AL, Attention:  Director, TSD.  All
              requests must be signed by the concerned Area Manager or
              Acting Area Manager.  Each request shall include the following
              information:

              (a)  shipper and receiver names;

              (b)  proposed date of shipment;

              (c)  quantity and form of the plutonium;

              (d)  appropriate reference to A-1, A-2, or A-3 of the revised
                   rules, 10 CFR Part 871.1;

              (e)  detailed justification for the air mode versus surface
                   transportation within the framework of B-1, B-2, B-3, or
                   B-4 of the revised rules 10 CFR, Part 871.1.

         (2)  Submit requests to the Director, SNSD, for a determination as
              to the requirement to transport new weapon components in the
              TSS not identified in this chapter because of the sensitivity
              to the weapons program.  This includes mockups or models of
              SNM components.  Approval by the Director, SNSD, of alternate
              means of transporting such item(s) will be provided if the
              determination is made not to use TSS.

         (3)  Submit requests to the Director, SPD, to determine if material
              must be shipped in the TSS due to extraordinary hazards or
              shipping container limitations.

         (4)  Assure that the Director, WPD approves the transfer of
              training and test units containing source material to the DoD.

         (5)  Submit requests to the Director, TSD, to move material in the
              TSS not identified in this chapter.  Such requests must be
              accompanied by adequate justification why the TSS must be used
              in lieu of other means of transport.

    d.   Operational Support.

         (1)  Assure operational approval for the transfer of material to be
              shipped in the TSS by organizations under their jurisdiction.

         (2)  Assure that material to be shipped by organizations under
              their jurisdiction is released to TSD or other DOE couriers or
              authorized recipients of the AL contract air carrier
              consistent with Paragraph 8., below.

         (3)  Assure that all unused tie-down equipment is properly stowed
              in the transport vehicle after loading or off-loading.

         (4)  Provide assistance to TSD, as requested, in the handling and
              interim storage of in-transit material, vehicles and courier
              equipment, as stated in Paragraph 9., below.

         (5)  Assure that material released to organizations under their
              jurisdiction by TSD personnel or AL air service contractor
              personnel for interim storage, is properly handled, stored,
              and  protected as required; is not shipped or otherwise
              disposed of except as directed by the TSD P&SS or the
              Director, TSD; and that appropriate actions are taken in the
              event of an emergency situation involving such material.

         (6)  Provide to TSD for shipments originating under their
              jurisdiction, certification data (reference AL 2501-0320) on
              military facilities or DoD contractors which are not listed in
              the Military Certified Program Directory (CPD), Civilian CPD
              or Test CPD.  Such certification data shall include the
              following:

              (a)  certification expiration date;

              (b)  approved mailing address for classified documents;

              (c)  shipping address for classified material;

              (d)  authorized classification level and items to be
                   transported;

              (e)  names and telephone number(s) (FTS-AUTOVON-Commercial) of
                   authorized recipients of the material; and,

              (f)  specific program or hardware to which the certification
                   is applicable.

         (7)  Provide to TSD:  a certified mailing and shipping address;
              names and telephone numbers of Primary and Operation Contacts;
              a 24-hour contact; names of authorized recipients, and other
              appropriate information for the receipt and delivery of
              material moved in the TSS.

    e.   In addition to the above responsibilities and authorities,
         contractors are authorized to move this material between security
         areas of their facilities.

3.  CPD.  The CPD is administered by the Director, TSD, for the purpose of
    ensuring appropriate customer point-of-contact authorization and
    availability.  TSD:

    a.   Obtains and approves certification data on personnel at military
         locations identified in "Custody Transfer and Delivery Agreement,"
         AT(29-2)-2236, their parent or administrative organizations and
         other military locations as necessary to accomplish the weapons and
         LLC distribution program.  TSD maintains and distributes data to
         selected organizations as a Military CPD [MILCPD].

    b.   Obtains certification data and distributes the Civilian CPD
         [CIVCPD] for DOE and DOE contractors and licensee facilities
         necessary to accomplish the SNM distribution program.

    c.   Maintains and distributes to selected organizations the Test
         Facility CPD [TESTCPD] which includes military, DoD contractors,
         and DOE test facilities not part of any other CPD.

    d.   Distributes up-to-date certifications of TSD personnel to
         facilities and organizations at which TSD delivers or receives
         material.

    e.   Distributes certifications of AL air service contractor employees
         to military and selected DOE and DOE contractor facilities involved
         in the Limited Life Component (LLC) distribution program.

4.  PACKAGING REQUIREMENTS AND CRITERIA.  It is the TSS customer's
    responsibility to assure that appropriate packaging and tie-downs are
    utilized for the shipment.

    a.   Ensure that nuclear components and special assemblies that are to
         be transported outside of their DOE-controlled sites are packaged
         and are properly secured in accordance with DOE Order 5610.1 and AL
         Supplemental 5610.1, as amended.

    b.   Type B material and nuclear components shall be transported in
         accordance with the provisions of an approved DOE offsite
         Transportation Certificate/Authorization or Nuclear Regulatory
         Commission Certificate of Compliance.  Special assemblies that
         contain hazardous materials shall be transported in accordance with
         the provisions of an approved DOE Offsite Transportation
         Certificate/Authorization.

    c.   Assure the consignees are advised of items which will be shipped in
         the TSS due to extraordinary hazards or shipping container
         limitations.

    d.   Assure that the material shipped in the TSS is properly classified
         described, packaged, labeled; is in the proper condition for
         transportation; and is secured in the transport vehicle in
         accordance with appropriate federal regulations, DOE Management
         Directives, and/or industry standards.

    e.   (1)  Assure that when radioactive materials are to be shipped, the
              radiation dose rates do not exceed those specified in the
              Radiological Control Manual, DOE N 5480.6; the radiation dose
              rate and the removable contamination levels are as low as
              practicable but do not exceed the limits of the Radiological
              Control Manual, DOE N 5480.6; and that Forms AL F 5600.3 are
              completed as required (see Paragraph 5 and Exhibit 1 of this
              chapter).

         (2)  Assure that materials to be moved in a single transport
              vehicle, i.e., SST, meet the Transport Index requirements
              outlined in 49 CFR 173.455-459.  (See Table III-2 for general
              guidance.)

5.  SHIPMENT CERTIFICATION.

    a.   A consignor's representative shall complete the "Shipment
         Certification" and a consignee's representative shall complete the
         "Vehicle Certification," Form AL 5600.3, for each shipment that is
         moved in the TSS (see Exhibit 1 to this chapter).

    b.   The signed copies shall be given to the TSD couriers for inclusion
         in the trip file.

    c.   The certification is subject to review by the AL NESD.

6.  MATERIAL COMPATIBILITY.  TSD shall assure that:

    a.   Materials are compatible with other materials to be shipped in the
         same vehicle.

    b.   The total transport index in a single transport vehicle does not
         exceed limits as outlined in 49 CFR 173.455-459.

    c.   No cargo is moved in the same transport vehicle with a nuclear
         explosive unless approved by the Manager, A-L.

    d.   Division 1.1 explosives (as listed in 49 CFR 177.848) are not
         transported in any TSD vehicle with SNM (unless they are related to
         the SNM being transported therein) except when approved by the
         Manager, AL.

7.  MATERIAL ACCOUNTABILITY.  TSD shall:

    a.   Provide consignees at interim storage locations with pertinent
         material and schedule information.

    b.   Advise the consignee of significant changes in estimated times of
         arrival and when shipment is approximately two hours from
         destination.

    c.   Assure that material in custody is released only to authorized
         recipients.

    d.   Maintain a record of materials being transported in the TSS for
         reference by emergency response personnel in event of an accident
         or other adverse situation.

8.  TRANSFER OF CUSTODY.

    a.   Transfer of custody of matter handled in the TSS will via use of
         Form DOE-60, "Courier Receipt," DD Form 1911, or AL Form 1500-1,
         "Air Freight Manifest."

    b.   The TSD couriers will accept and release custody of matter to an
         authorized recipient (per the CPD) by one of the following methods:

         (1)  by item or container by recording the type of the item or
              container and its identification designator;

         (2)  by individual container by recording the quantity and type of
              containers and the serial numbers of the seals used to secure
              the containers;

         (3)  by unitized shipping configuration (which encompasses more
              than one item as a unit), by recording the quantity of units
              and the identification designator of the units and when
              appropriate, the serial numbers of the seals used to secure
              the units;

         (4)  by sealed vehicle of transport (i.e., SST, van, trailer) by
              recording the identification of the vehicles of transport and
              seal numbers used to secure the vehicles when the total
              shipment in that vehicle of transport is from one consignor to
              one consignee and in those cases when the vehicle of transport
              is to be released for interim storage.

9.  INTERIM STORAGE.

    a.   The TSD P&SS requests that AL contractors accept custody of
         material being moved in the TSS and, in the case of LLCs, the AL
         air service contractor, for interim storage.

    b.   The TSD P&SS will advise the involved Primary/Operational Contact
         regarding the material to be placed in interim storage, to assure
         proper handling, storage and protection of such material.

    c.   In such cases, the TSD couriers will release the material only to
         certified authorized recipients within a DOE approved Security
         Area.

    d.   The organization in custody of material in interim storage shall
         properly handle, store and protect such material, not ship or
         otherwise dispose of it except as directed by the TSD P&SS or the
         Director, TSD.

    e.   When courier material is placed in interim storage, the TSD P&SS
         will advise the consignor and consignee of the storage and also
         when it is again in transit.

    f.   Any event which adversely affects the matter in interim storage
         shall be reported immediately to the P&SS or the Director, TSD.
