Biography
Henry Kelly, Ph.D., has been the president of the Federation of American Scientists (FAS), since July 2001. Prior to joining the FAS, Dr. Kelly spent more than seven years as Assistant Director for Technology in the Office of Science and Technology in the White House. There he helped negotiate and implement administration research partnerships in energy and the environment, information technology, and learning technology. These partnerships included new automobile and truck technology, housing technology, bioprocessing technology, and information technology.

Dr. Kelly convened the President's Information Technology Advisory Committee and translated their advice into a large expansion and refocusing of federal information technology research. He also was instrumental in creating major federal programs in learning technology for children and adults, including an executive order accelerating the use of instructional technology for training federal civilian and military employees.

Before his tenure at the White House, he was a senior associate at the Congressional Office of Technology Assessment; assistant director for the Solar Energy Research Institute; and worked on the staff of the Arms Control and Disarmament Agency. Dr. Kelly is an elected fellow of the American Physical Society, 2002 winner of the APS's Leo Szilard Lectureship Award for promoting the use of physics for the benefit of society,; and was named the biannual Champion of Energy Efficiency; in 2000 by the American Council for an Energy Efficient Economy. He is the author of numerous books and articles on issues in science and technology policy. Dr. Kelly received a PhD in physics from Harvard University.

Michelle Lucey-Roper

Biography
Michelle Lucey-Roper is the Director of the Learning Technologies Program. Her current work involves the research, development and evaluation of learning games as well as working to advance federal policy initiatives in learning science and technology.

While at FAS, Lucey-Roper created and managed several technology projects and knowledge management initiatives that have helped create experiential learning opportunities and improved public access to and appreciation of primary source materials.  Most recently, she has completed the IMLS-funded Discover Babylon game that facilitates public understanding and appreciation of ancient Mesopotamia. She also contributed to projects to develop advanced training technologies for fire fighters and the organization's efforts to develop a national research plan for learning science and technology that was adopted by the Naitonal Science and Technology Council Committee's Interagency Working Group on Advanced Technologies for Educaiton and Training. She has lectured and published widely in a range of subject areas.

Prior to joining FAS, she worked for the Congressional Research Service at the Library of Congress. While working for her doctorate, she was responsible for researching and designing curricula for a wide range of subject areas and teaching to diverse student abilities. 

Lucey-Roper earned her B.A. at Trinity College, Hartford, CT; her M.A. at King's College, London; and her doctorate at Oxford University.

Bruce C. Milligan

Biography
Bruce Milligan has spent more than two decades in management and game design positions with a number of companies including America Online, WebTV, Microprose Software, Inc., Ubisoft (in Germany), BreakAway, Ltd. and Big Huge Games, among others.  He began his career in the game industry with the now-defunct Avalon Hill Game Company, where he managed the Sports Illustrated line of boardgames.

More recently,he was the lead designer for Code Orange, a simulation created for the Washington Hospital Center and MedStar in Washington, D.C., to help train hospital administrators in the management of mass casualty incidents. He was also the producer and lead designer for Incident Commander (BreakAway, Ltd.), a simulation created for the National Institute of Justice to help train crisis managers in the use of FEMA's Incident Command System. While at BreakAway, he was also the lead designer for that company's flagship product, the serious military training simulation, mōsbē. Bruce has been a member of the design teams for many successful PC games, including Rise of Nations (Microsoft, 2003), and Settlers: Heritage of Kings (Ubisoft, 2005), and was part of the design team for the original version of Sid Meier's Civilization.

Bruce Milligan has a B.A. in International Relations from Colgate University.

Adam Burrowbridge

Biography
Adam Burrowbridge works on the research, development, management and evaluation of learning games. Burrowbridge also helps to advance federal policy initiatives in learning science and technology.

He manages the NSF-funded Immune Attack designed for AP biology high school students and entry level college students studying immunology. He also works as a special assistant on the pending Digital Promise legislation.

Burrowbridge graduated from James Madison University in 2003 with a B.S. in integrated science and technology, with a concentration in biotechnology and a minor in political science.  Prior to working with FAS, he worked as a presidential campaign coordinator throughout the country.


Sachin Patil

Biography
Sachin Patil is a Research Associate in the Learning Technologies Program of the Federation of American Scientists, whose work focuses on human computer interaction techniques in technology enabled learning.

He firmly believes that most of the hurdles in expanding the reach of learning technologies can be overcome, if there is an easily accessible dedicated platform that supports "plug and play" learning tools. Currently, he is exploring virtual worlds, which he calls, "future authoring environments for e-Learning applications and training simulations."

Patil earned his Bachelor's Degree in Electrical Engineering from Pune University in India, and holds a Masters Degree in Computer Science from George Washington University in Washington, D.C.
