RMKS/1.  CLASSIFIED INFORMATION CONCERNING OPERATIONAL PLANNING FOR 
THE GLOBAL WAR ON TERRORISM HAS RECENTLY BEEN PUBLISHED BY THE 
NATIONAL MEDIA.  SOME MAY CHARACTERIZE THIS AS A QUOTE LEAK END 
QUOTE.  IN REALITY, INTENTIONALLY PASSING CLASSIFIED MATERIAL TO 
UNAUTHORIZED RECIPIENTS IS A CRIME, WHETHER TO THE MEDIA OR FOREIGN
INTELLIGENCE ORGANIZATIONS.  MILITARY MEMBERS WHO VIOLATE THIS 
TRUST WILL BE PROSECUTED UNDER THE UNIFORM CODE OF MILITARY JUSTICE 
(UCMJ).  DEPARTMENT OF DEFENSE CIVILIAN EMPLOYEES WILL BE PROSECUTED
UNDER APPLICABLE FEDERAL LAW.  
2.  SAFEGUARDING CLASSIFIED INFORMATION IS ESSENTIAL FOR OUR MARINES 
TO SUCCESSFULLY ACCOMPLISH THEIR ASSIGNED MISSION.  MARINE CORPS 
DOCTRINAL PUBLICATION ONE (MCDP-1) STATES THAT THE OBJECTIVE IN WAR
IS TO IMPOSE OUR WILL ON THE ENEMY.  ACHIEVING THIS 
OBJECTIVE IS IMPOSSIBLE IF THE ENEMY KNOWS OUR PLANS IN ADVANCE AND
IS ALLOWED TO SHAPE THE BATTLEFIELD TO HIS ADVANTAGE.  NOT ONLY 
MIGHT WE FAIL IN OUR MISSION, BUT THE LIVES OF MANY MARINES 
AND SAILORS MAY BE LOST.  
3.  OPSEC IS A CRITICAL CORE CAPABILITY IN THE INFORMATION OPERATIONS 
REALM.  ITEMS OF CLASSIFIED AND UNCLASSIFIED INFORMATION CAN BE 
DETECTED AND PIECED TOGETHER TO REVEAL CRITICAL INFORMATION THAT MAY 
PROVE BENEFICIAL TO OUR ADVERSARIES.  OUR FREE SOCIETY AND THE 
PROLIFERATION OF COMPUTERS, INTERNET ACCESS AND WEBSITES GUARANTEE 
THAT INFORMATION THAT IS NOT ADEQUATELY PROTECTED WILL BE DETECTED 
AND EXPLOITED BY OUR ENEMIES.  
4.  COMMANDERS AT ALL LEVELS ARE DIRECTED TO REVIEW THEIR PROCEDURES 
FOR THE SECURITY AND HANDLING OF CLASSIFIED MATERIAL AND TO MAKE 
CHANGES AS NECESSARY TO PROTECT SUCH MATERIAL.  REINFORCE AND
EMPHASIZE THAT COMPROMISING CLASSIFIED INFORMATION BY GIVING IT TO
ANY PERSON OR ORGANIZATION NOT POSSESSING THE PROPER SECURITY
CLEARANCE AND A BONAFIDE NEED TO KNOW IS A SECURITY VIOLATION AND
MUST BE REPORTED TO THE UNIT SECURITY MANAGER FOR APPROPORIATE
