This headquarters operating instruction (HOI) implements AFI90-201, Inspector General Activities and provides instructions on how to establish and process Air Force Space Command (AFSPC) SIIs. This HOI applies to all AFSPC staff agencies.
SUMMARY OF REVISIONS
Updates reference publication.
Special Interest Items can cover known or suspected problems that do not fit a special subject instruction/policy directive (see attachment 1). Use SIIs to:
1.1. Emphasize areas of concern.
1.2. Determine the extent of suspected problems or if a problem has been solved.
1.3. Evaluate compliance after significant changes to directives.
2.1. Any staff agency may propose a SII.
2.2. AFSPC SIIs do not duplicate existing HQ USAF or TIG SIIs.
2.3. Publication of SIIs are kept to a minimum to preclude excessive special inspections and reporting.
2.4. Limit SIIs in duration, normally not to exceed a 12-month period. If a continuation is desired, or required, the staff OPR must provide justification to the Inspector General for an extension of the SII termination date. Items requiring indefinite emphasis should be incorporated into regular inspection activities.
3.1. The staff OPR submits the proposed SII to the Inspector General for evaluation and approval. Use format shown in attachment 2.

3.2. After approval, IG will assign SII number in ascending order by calendar year (AFSPC 95-1), publish and send the SII to the field.

SAMPLE SPECIAL INTEREST ITEM
Purpose: Give a synopsis of the SII and what the SII is to evaluate.
Background: Explain events that you believe require the establishment of an SII. If available, attach supporting documentation.
Action Required: Special inspection actions that are required of the unit or the inspection. List any units or bases that are exempt.
Reply Instructions: Give special instructions that the unit or AFSPC IG inspector should follow, (i.e., to whom and when should the IG inspector provide the results).
Inspection Period: Give the date you want the SII to begin and the duration you want the SII to remain in effect.
Inspection Guide: Prepare an inspection checklist using an AF Form 2519 including any governing or reference directives.
