INDEX OF CIVIL ENGINEERING MANUALS (CEMs)
This publication contains a current listing of CEMs. It applies to all agencies maintaining a control responsibility for Real Property/Real Property Installed Equipment (RP/RPIE) technical data files and libraries in support of ICBM weapon systems.
Note: SAC CEMs are now CEMs. Pen and ink changes to SAC references contained in contents are optional. Permanent changes will be made as publications are revised.

1. Explanation of Symbols:
1.1 (S) or (C): Security classification and automatic, time-phased downgrading and declassification systems (See DOD 5200.1R/205-1).
1.2. *: These CEMs are Hardness Data Manuals with distribution restricted to Ogden ALC/PMDEC.
1.3. **: These are limited distribution CEMs and will not be issued without adequate justification, subject to approval of AFSPC CEF/CC.
1.4. #: These are combined Minuteman/Peacekeeper publications, located in sections B and C only.
1.5. +: These are new CEMs since publication of last index.
2. Distribution:
2.1. X - Stocked and issued by the OPR. Establish requirements and request copies by letter to AFSPC CEF/CEA, 1520 E Willamette Ave, Colorado Springs, Colorado 80909-4554.
2.2. Local reproduction is not authorized. Requisition copies in accordance with (IAW) para. 2.1. above.
3. Maintaining Index. Maintain indexes and publication files IAW AFI37-160V7.
SECTION A - GENERAL
1. Concept. Technical manuals issued for the operation and maintenance of RP/RPIE supporting ICBM weapon systems are identified as Civil Engineering Manuals (CEMs). They are controlled documents and will be requisitioned and maintained in accordance with the requirements of this publication and the procedures outlined in ACCR 85-1. AFSPC CEF/CEA is the OPR for the management of CEMs and is responsible for storage and distribution. Revisions, changes, and rescissions of CEMs are announced in the NUAFSPC Publishing Bulletin (PB). The PB is authority for posting this index or AFTO Form 110.
2.Numbering of CEMs:
2.1. CEM Parts. Each CEM number is divided into three or more parts. These parts are separated by dashes. The first part consists of a number designator identifying the CEM type:

35M - Equipment Manual (Space Launch Facilities)
35R - Equipment Manual (Minuteman and Peacekeeper)
2.2. Systems Manual Type:
2.2.1. The second part identifies model, design, and series.
2.2.2. The third part identifies the type manual:

-6 - Inspection Requirements, RPIE
-18 - Maintenance Support Plan, RPIE

2.2.3. The fourth part identifies a specific system.
2.2.4. The fifth part indicates the wing or squadron applicability.
3. Equipment Manual Type:
3.1. The second part identifies a general CEM.
3.2. The third part is a three digit number which identifies the weapon system.
3.3. The fourth part of the number indicates wing or squadron applicability.
3.4. Application of Numbers. In both the type 21 and type 35 manual categories, a number consisting of only three parts will apply to all units possessing that weapon system unless otherwise indicated.
3.5. CEM Interim Changes (CEMICs). These are issued by AFSPC CEF/CET to reflect configuration changes in the CEMs during modification programs. CEMICs are also issued to provide interim
instructions pending incorporation into formal hard copy changes to CEMs. CEMICs are identified by a four digit control number following the fourth part (wing or squadron identifier) of the CEM number.
3.6. RP/RPIE Facility Engineering Changes (CEM MCLs). Detailed instructions for accomplishing modifications to ICBM RPIE are published by AFSPC CEF/CET as CEMs and are known as CEM MCLs. These manuals are bound, numbered volumes containing the necessary supply data and modification instructions to complete the modification. The last four digits of the CEM Master Change Log (MCL) coincide with the MCL control number.
3.6.1. The numbering system for the CEM MCLs is divided into three parts. These parts are separated by dashes. The first part is a number designator, the second part identifies the weapon system, and the last four digits will coincide with the MCL control number.
Example: CEM 21-SM80-6007 (Minuteman System)
CEM 21-SM118A-8001 (Peacekeeper System)
3.6.2. Supplements to these CEM MCLs will be identified by an alpha designator following the four digits.
Example: CEM 21-SM80-6998C
3.7. Interim Message Changes (IMCs). These are issued by AFSPC CEF/CET to amend CEMICs and CEM MCL supplements in emergency situations when time or circumstances do not permit issuance of formal changes. The IMC numbering system is divided into two parts separated by a dash. The first part consists of a two digit number which indicates the year the IMC was issued. The second part consists of a number containing one or more digits which indicates the number of IMCs issued against a specific CEMIC or MCL supplement during the year that IMC was issued.
Example: IMC 93-4 (93 indicates IMC issued in 1993, 4 indicates fourth IMC issued in 1993 against affected publication.)
4. Index Discrepancies. Discrepancies and/or omissions noted in this index are to be forwarded by letter to the OPR.
5. CEM Improvements. Requirements to change and/or revise CEMs indexed herein will be forwarded to AFSPC CEF/CEA, 1520 E Willamette Ave, Colorado Springs, Colorado 80909-4554, or by submitting Civil Engineering Manual ICBM RPIE Improvement Report, in accordance with ACCR 85-1.
