JOINT SURVEILLANCE SYSTEM/REGION OPERATIONS CONTROL CENTERS
TECHNICAL MANUALS

This regulation establishes the Joint Surveillance System/Region Operations Control Center
(JSS/ROCC) technical manuals as a special publications system and tells how to prepare them. The HQ
NORAD System Support Facility (NSSF) develops, issues, and distributes these publications. This
regulation applies to HQ NORAD and the regions.

SUMMARY OF CHANGES
Updates issuing authority (para 1) and distribution.

1. Issuing Authority. Only the NSSF develops and issues (as directed by HQ NORAD Atmospheric
ADP Configuration Management Division (J30C)) publications in this system. The one exception is that
each Region Operations Control Center/Section Operations Control Center (ROCC/SOCC) maintains
and distributes their individual manual describing local unique adaptation parameters.

2. Record Sets. The NSSF maintains a record set for each Technical Manual (TM) it publishes. The
record set contains:

2.1. The original and a printed copy (file copy) of each manual.

2.2. An edited copy of the manuscript (until the printed copy is reviewed for correctness).

2.3. AF Form 673, Request to Issue Publication, showing proper coordination and approval by the
director of the NSSF.

2.4. AF Form 1382, Request for Review of Publication and/or Form(s), as an annual review.

3. Description:

3.1. These TMs contain such information as:

3.1.1. Computer program development and program specifications.

3.1.2. Information for systems users (included in users manuals).

3.1.3. Positional data (included in operator positional handbooks).

3.1.4. Procedures for programmers (included in programmers manuals).

3.2. These manuals are designed to help the involved units understand the operations and specifications
of the JSS/ROCC system.

3.3. Each TM contains a table of contents, text (including graphs, tables, diagrams, and program
listings), and a distribution list.

4. How to Number:

4.1. Number TMs consecutively as follows:

4.1.1. For general system specifications, use the 637-series (for example, 637/XXX/01).

4.1.2. For region-unique adaptation specifications. use the 820-series (for example 820/XXX/01).

4.2. Use slashes (/) to separate the proper series (637 or 820), the middle three-digit number, which is
the consecutive number of each TM in the series and the last two-digit number, which is the revision
number of that TM.

5. Submitting Changes. Proposed changes to these TMs are made in accordance with the JSS/ROCC
Operational/Support Configuration Management Procedures (O/S CMP). All users may recommend
changes to the TMs. Documents are updated and issued along with software version releases.

6. Preparing Indexes. The NSSF prepares an index as NORAD Index 4 (NIND4) and submits it to Ho
NORAD/J30C for publishing. Users may submit updates and/or changes to HQ NORAD/J30C as
required. Indexes are updated at least annually.

7. Distributing TMs:

7.1. TMs are X distribution. This means each one will have a list of addressees who need to receive a
copy or copies. The NSSF makes sure enough copies are printed so they can make distribution (as
listed on each manual) and keep stock on hand.

7.2. To receive copies of these manuals submit a letter to NORAD System Support Facility, Tyndall
AFB FL 32403-5529.

7.3. The ROCC/SOCCs make distribution on their local adaptation manuals also using X distribution.

8. Security Procedures:

8.1. All TMs are unclassified except for those which contain system parameters and limits. The highest
classification of TMs will be SECRET. Make sure all X-distribution addressees have a proper clearance
and need-to-know before making distribution. For proper security procedures, see DOD 5200.1-R/AFR
205-1 and as supplemented.

8.2. Use the NORAD Atmospheric Warning Systems Security Classification Guide to determine proper
classification authority.
