The Air Force mission is to defend the United States through control and exploitation of air and space. To fulfill that mission in the next century, we must identify now those high- leverage space technologies and systems that will best support the warfighter. I have asked the commander, Air University (AU), to form a study group with this purpose in mind. This effort will be called SPACECAST 2020. 2. The study group will report directly to CSAF. It will be chaired by the AU commander and will consist of Air Command and Staff College, Air War College and AFIT students and faculty, as well as staff at the College of Aerospace Doctrine, Research, and Education (CADRE). MAJCOMs will be represented by the MAJCOM chairs at AU, and by an executive board composed of AF/XO and the vice commanders of the Air Force MAJCOMs. Each MAJCOM will fund the travel of its executive board members. 3. Members of SPACECAST 2020 are authorized to consult individuals from the Air Force Secretariat, the Air Staff, and the MAJCOMs. The project may draw on appropriate military and civilian space, science, and technology sectors and agencies, as well as federally funded research and development centers. 4. The study group will produce a collection of concept papers, highlighting technologies and applications that have the greatest potential. A draft of the group's initial findings will be ready for MAJCOM/CV review by 14 Jan 94, with a Final Report by 30 Jun 94. 5. The AU Project Director is Col Charles G. White, JR, DSN 493- 7629/2677.
