This Headquarters Operating Instruction (HOI) provides guidance and establishes policy for the training and certification of USSPACECOM general/flag officers who execute Emergency Action Procedures of the Chairman of the Joint Chiefs of Staff (EAP-CJCS) Volume IV. This HOI applies to all personnel within USSPACECOM and its component commands. It does not apply to Air Force Reserve or Air National Guard components.

2. General. Reference 1.1 contains specific guidance on the responsibilities of the Volume IV Authority. This instruction provides guidance regarding training and certification requirements, as well as program management and responsibilities at HQ USSPACECOM.

3. Requirements, Responsibilities and Documentation:

3.1. HQ USCINCSPACE, prior to assuming command, and PRP certified as delineated in reference 1.2., must complete initial training as outlined in references 1.3., 1.4., and 1.5..

3.2. General/flag officers, prior to being certified by HQ USCINCSPACE as Alternate Volume IV Authorities, must be PRP certified as delineated in reference 1.2. and complete initial training as outlined in reference 1.3., 1.4., and 1.5..

3.3. HQ USSPACECOM/J36D is responsible for managing the overall program, maintaining a current set of references, scheduling and conducting initial and refresher training, and will ensure all required actions are taken to PRP certify HQ USCINCSPACE and Alternate Volume IV Authorities prior to their assuming the responsibilities outlined in reference 1.1. HQ USSPACECOM/J36D will document and maintain on file initial and refresher training records using the format at Attachment 1, and certification and recertification letters using the format at Attachment 2.
