Administrative Practices

DEPCINCSPACE'S SCOPE OF AUTHORITY AND RESPONSIBILITIES

This headquarters operating instruction (HOI) sets forth the responsibilities
and scope of authority for the Deputy to the Commander in Chief United States
Space Command (DEPCINCSPACE). It applies to Headquarters, United States Space
Command (USSPACECOM).

1. General. DEPCINCSPACE is the focal point for resolving issues decided at
the Command level. DEPCINCSPACE will refer to the CINC all policy matters
plus those matters the CINC reserves for personal approval. DEPCINCSPACE is
authorized to act on all other matters of the Command, informing the CINC as
required.

2. Procedures. In the CINC's absence, DEPCINCSPACE is empowered to carry out
the full range of responsibilities assigned to the CINC.

a. See table A-1 (attachment 1) for administrative guidance.

b. Suggestions for improvement to the internal processes of the staff are
encouraged.

Note: The CINC usually signs correspondence to SECDEF, CJSCS, VCJCS,
Service Secretaries, Service Chiefs, and fellow CINCS. If in doubt
about the releasing authority, prepare complete text of letter and
leave "Reply to Attn of" and signature block "blank." DEPCINC will
determine appropriate level of release.
