COMPANY GRADE OFFICER OF THE YEAR AWARD PROGRAM

This headquarters operating instruction establishes procedures for the annual
Company Grade Officer of the Year Award Program. It applies to Headquarters,
United States Space Command (USSPACECOM).

This publication is affected by the Privacy Act of 1974. Title 10 U.S.C, 8012,
Secretary of the Air Force: powers and duties; delegated by; as implemented by
Air Force Manual 30-3, Mechanized Personnel Procedures, and Air Force Manual 30-
130, Base Level Military Personnel System, is the authority to maintain system
of record prescribed by this instruction. System of records notice F035 AF MP 0,
Unit Assigned Personnel Information, applies.

1. Purpose. This award is to recognize the Command's outstanding Company Grade
Officer (CGO). All company grade officers from all Services (paygrade 0-3 and
below) are eligible for consideration regardless of years of commissioned ser-
vice.

2. Policy:

a. Submit nominations to JlJ each year by 1 February to cover the preceding
12-month period (1 January - 31 December). If the member was not assigned to
the Command for the entire year, member must have at least 6 months on station
to qualify for consideration or nomination.

b. Submit nominations in the formats provided in attachments 1, Nomination
Format for the Company Grade Officer of the Year Program, and 2, Narrative
Format. Limit nomination packages to one single-spaced, typewritten page for
each attachment and include one 8" x 10" glossy black-and-white photo (head and
shoulders) of the nominee.

c. A five-member board, including at least one member from each Service,
recommends the winner for approval by the CINC. The president of the board is
an 0-6. Each board member reviews every nomination package and awards no more
than 50 total points per nominee in the following categories:

(1) Leadership and job knowledge in primary duty (20 points).

(2) Community affairs; being a representative and positive spokesperson
(10 points).

(3) Significant self-improvement (10 points).

(4) Other accomplishments (10 points).

3. Responsibilities:

a. USSPACECOM Deputy Director of Joint Services Management (JlJ):

(1) Solicits nominations from staff agencies each year before 1
January.

(2) Appoints the board president (0-6) and four members (0-5 or 0-6)
representing each Service.

(3) Arranges appropriate location and notifies board members.

(4) Provides a recorder.

(5) Prepares a staff summary sheet forwarding the board recommendation
and congratulatory letters for the CINC's review, approval, and signature.

(6) Makes sure the selectee's picture is posted at an appropriate place
within the Headquarters and Cheyenne Mountain Air Force Base.

b. Public Affairs. Coordinates appropriate local and hometown news
releases to announce the Company Grade Officer of the Year.

c. Protocol. Provides the appropriate support for the Company Grade
Officer of the Year ceremony.

4. Recognition. Winners are recognized at a Command luncheon where they are
presented with a plaque. In addition, their photo is displayed in Bldg 1470 and
Cheyenne Mountain Air Force Base. Directors may approve a 3-day pass.
