MEMORANDUM FOR ALL POTENTIAL OFFERORS 18 Sep 96

SUBJECT: Evolved Expendable Launch Vehicle (EELV) Pre-Engineering &

Manufacturing Development (Pre-EMD) Module Call for Improvement

(CFI) F04701-96-R-0008

1. The subject Call For Improvement (CFI) has been amended to incorporate the following changes:

a. CFI Section 2, paragraph 2.6.2.1, Page 9, Standard 3 (d) - The Low Cost Concept Validation (LCCV) System Performance Document (SPD) reference has been changed from "Section 3.2.1.2.2" of the LCCV SPD to "paragraph 3.2.1.4.3" of the LCCV SPD.

b. CFI Section 2, paragraph 2.6.2.1, Page 9, Standard 5 (a) - The term "(LCCV SPD Annex A, Table 1b)" has been changed to "(LCCV SPD Tables 1a and 2a)".

c. CFI Section 2, paragraph 2.6.2.1, Page 10, Standard 8 - In paragraphs (a) and (b) of the standard, the references to "LCCV SPD Annex C" have been changed to "LCCV SPD paragraph 3.2.3.3.3, Pyro Shock."

d. CFI Section 3, paragraph 3.2.4.2, Page 23 - The sentence "Submit this copy in the following order: SF1448, SF33, followed by files as shown in paragraphs 3.4, 3.5, and 3.6." has been replaced with the following sentence: "Submit this copy in the following order: SF1448, SF33, followed by all other files as shown in paragraphs 3.4, 3.5, and 3.6."

e. CFI Section 3, paragraph 3.3.2, Page 23 - The last sentence has been deleted and the sentence: "Foldouts are allowed only for the Offeror's updated Life Cycle Cost Estimate (LCCE) spreadsheets" has been inserted in its place.

f. CFI Section 3, paragraph 3.6, Page 26 - An asterisk has been added to the SF1448 File Contents box referring to the footnote below the table. An electronic copy should be submitted only if it is available electronically or can easily be digitized using a scanner. A paper copy of this file shall be provided in accordance with CFI paragraph 3.2.4.2.

g. CFI Section 3, paragraph 3.8.2.7, Page 35 - The paragraph has been deleted in its entirety and the following has been inserted in its place:

"3.8.2.7 RESERVED (Formerly Attachment 7 - Base Support) - Note: Base support will not be provided under the Pre-EMD contract. All services and products from the eastern and western ranges (45th & 30th Space Wings) necessary to execute the Pre-EMD Module shall be costed by the offeror and included in the offeror's proposed ITAMP as part of its Pre-EMD proposal. Pre-EMD contractors are not authorized to use existing facilities available under other contracts for Pre-EMD purposes".

h. CFI Annex 2, Proposal Templates, Template 10, Delivery Accuracy, Page 52 - The column entitled "RANN" has been changed to read "RAAN" and the block under RAAN degrees for Mission D has been filled in.

i. CFI Annex 4, Model Contract, Page 66, Section B, paragraph (1) SubClin 000101 - The annotation "*" has been changed to "**" and the footnote "** To be inserted in definitive contract." has been added.

j. CFI Annex 4, Model Contract, Page 70, Section G, paragraph (1) - The existing footer has been replaced with the following two footers: "* To be provided by offeror" and "** To be inserted in definitive contract".

k. CFI Annex 4, Model Contract, Section I, The following FAR clauses have been inserted: 52.230-2, Cost Accounting Standards (APR 1996), 52.230-6, Administration of Cost Accounting Standards (APR 1996), and 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (AUG 1996).

l. CFI Annex 4, Model Contract, Page 107, Attachment 6A cover sheet - The first line of the footer has been revised from "ATTACH 6A, GFP" to "ATTACH 6A, GFP (ST & STE)." Also, the titles and dates of the cover sheet to Attachment 7 have been deleted and "RESERVED" has been added in their place.

m. CFI Annex 5, Representations and Certifications, Page 116, paragraph (2), FAR clause 52.203-8(b) - In paragraph (1) of the Certificate Of Procurement Integrity, replace "F04701-95-R-0009" with "F04701-96-R-0008".

n. CFI Annex 5, Representations and Certifications, Page 128 - The following FAR clause has been added in full text: "52.230-1, Cost Accounting Standards Notices and Certification (APR 1996)."

o. CFI Annex 6, System Performance Document (SPD), Annex A, National Mission Model, Table 7A - The total East Coast launches have been corrected from "140 to "141" and for the total West Coast launches have been corrected from "38" to "37". The number of launches by year remains the same, as does the total number of DoD launches.

p. CFI Annex 7, Contract Data Requirements List (CDRL), CDRL A001, Page 227, Block 4, and Page 229, Data Item Description, Block 2 - "OT-96-34159" has been replaced with "OT-96-34161."

q. CFI Annex 7, Contract Data Requirements List (CDRL), CDRL A008, Page 260 - In Block 12 (which refers to Block 16) of the DD Form 1423-1, The following has been added: "For the initial draft, only the information in Section I, Overview of Proposed Actions and Alternatives, of the recommended outline, need be provided."
