Annex 1 - SDCE Description
In accordance with Pre-EMD Statement Of Objective (j), the two Pre-EMD contractors
are required to "Participate in a Software Development Capability Evaluation." The
following information is provided to assist the Offeror in scoping the effort required to
meet this objective.
The Software Development Capability Evaluation (SDCE) is a structured method for
assessing an organization's ability to develop software for mission critical computer
resources. The method is described in AFMC Pamphlet 63-101, Software Development
Capability Evaluation, Volumes 1 and 2. The SDCE model contains several hundred
questions which are grouped into capability areas. The Government selects questions to
be used for a particular program, tailors them as appropriate, forwards them to the
contractor for written responses, and then evaluates the responses. If necessary, the
Government schedules a process assessment site visit at the contractor's facility to obtain
additional information.
For the Pre-EMD Module, approximately 100 questions will be selected from the SDCE
pamphlet and tailored to EELV program requirements. The contractor responses will be
page limited and can reference software development plans used on the EELV program to
avoid unnecessary duplication of information. All software development contractors
(both prime and subcontractors) are expected to provide written responses and to provide
any necessary resources (e.g., personnel, facilities, materials) to support the Government's
process assessment site visits, if required. These site visits consist primarily of interviews
of contractor personnel performing software development activities and will last for a
maximum of one week.
