Proposed Preliminary Contract WBS Dictionary (Single Sensor)
1.2 Developmental Units. This element includes the effort to design, produce, and test developmental units (i.e., breadboards, brassboards, and/or engineering development units) identified by the contractor as relevant to the overall reduction of risk in critical sensor subsystems. It includes the effort to design and produce the developmental unit hardware, define the developmental unit test requirements and objectives, develop the software needed to achieve the test objectives., and conduct the requisite testing.
1.2.1 Developmental Integration, Assembly and Test (IA&T). This element includes the efforts to assemble, integrate and test the developmental hardware components to produce an integrated and tested developmental unit for subsystems 1 through n.
1.2.2 Developmental Software. This element includes the effort to develop and produce the software
necessary to test the developmental units for subsystems 1 through n to achieve the defined test requirements and objectives.
1.2.3 Developmental Subsystems (1 through n) . This element includes the hardware components for the subsystem developmental units identified by the contractor.
1.3 Flight Units. This element includes the hardware and software components that comprise a total
sensor flight unit. It includes the design, development, production, assembly, test and refurbishment efforts required to provide a fully integrated, flight qualified protoflight unit. It also includes any redesign from the protoflight unit found necessary and the manufacturing, assembly, and test efforts required to provide fully integrated and qualified production flight units.
1.3.1 Flight Unit IA&T. This element includes the efforts to assemble, integrate, and test the major
subsystems to provide a fully integrated, flight qualified sensor as an entity.
1.3.2 Flight Unit Software. This element includes the efforts to develop, produce, and test the flight
software needed to meet the unique dedicated on-board data processing requirements for the sensor.
1.3.3 Flight Unit Subsystems (1 through n). This element includes the efforts required to produce fully integrated and tested major subsystems that comprise a sensor flight unit. Examples of major subsystems are the optics, scan mechanism, antenna, etc. It includes the hardware components and the efforts required to integrate and test the components to provide the major subsystem as a flight qualified entity.
1.4 Ground Support Equipment (GSE). This element includes the design, development, and
production of those hardware and software items for equipment required to support and maintain the sensor or portions of the sensor while not directly engaged in the performance of its mission. The equipment has unique application to the sensor.
1.4.1 Ground Support Hardware. This element includes the design, development, and production of the GSE hardware components.
1.4.2 Ground Support Software. This element includes the design, development, and production of the
software required for the operation of the GSE.
1.4.3 Ground Support IA&T. This element includes the efforts required to provide fully integrated,
assembled, and tested GSE end items.
1.5 Pre Launch and Early On-Orbit Checkout and Test. This element includes preflight operations and services subsequent to the production and prior to the actual launch of the sensor payload. It includes effort and materials to conduct receipt and checkout at the launch site, preflight assembly and checkout, preflight data reduction and analysis, and any pre launch flight/mission control planning. This element also includes post launch operations and services of the sensor payload. It includes effort and materials to conduct early on-orbit checkout and test, post-flight data reduction and analysis, and any early orbit flight/mission control planning.
1.6 Satellite IA&T Support. This element includes the technical and functional efforts required to
define and develop the interfaces and support required to assemble, integrate and test the sensor payload with the spacecraft bus.
1.7 Software Maintenance. This element includes the efforts to correct, maintain, and update the flight software, as required, to ensure the sensor performs its mission to meet the defined requirements of the NPOESS program.
1.8 Program Management (PM). The PM element includes the business and administrative planning, organizing, directing, coordinating, controlling, and approval actions required to accomplish the overall program objectives not associated with specific hardware elements. Types of activities included in PM are cost, schedule, performance measurement; contract management; data management; subcontract management, etc.
1.9 Systems Engineering (SE). This element includes the technical and management efforts of directing and controlling the total integrated engineering effort for the sensor. It encompasses the SE efforts to define the system, and the integrated planning and control of the technical program efforts of design engineering, specialty engineering, production engineering, and integrated test planning. SE includes, but is not limited to: SE effort to transform operational need or statement of deficiency into a description of sensor requirements and preferred sensor configurations; technical effort to plan, control, monitor, measure, evaluate, direct and replan the management of the technical program.

1.7.3 Sensor 2 through 4 Systems Engineering. The SE activities
applicable to additional sensors comprising the sensor suite,
as required.
