SBIRS Low PD Statement of Objectives
2.1 Identify the relationship between performance, cost, utility, schedule, and risk to support development of an affordable set of operational requirements for entry into SBIRS Low EMD which maximize utility for the user.
2.2 Design SBIRS Low Component for Increment 3 consistent with the schedule in Figure 1, to include an Increment 3 to Increment 4 transition approach.
2.3 Define and justify an integrated approach to design, produce, test, deploy and sustain the SBIRS Low Component for Increment 3.
2.4 Define, justify and implement a program management approach to assess, handle, and monitor program risks for SBIRS Low Component for Increment 3.
2.5 Define and justify a Test and Evaluation approach for verification of SBIRS Low Component for Increment 3 requirements and support SBIRS SoS requirements verification.
2.6 Refine the current SBIRS Low EMD definition, to include TSPR roles, responsibilities and implementation
