STATEMENT OF OBJECTIVES
SPACE-BASED INFRARED SYSTEM (SBIRS)
LOW EARTH ORBIT (LEO)
DEMONSTRATION/VALIDATION PROGRAM

1.0 Program Scope

This effort provides risk reduction for a cost-effective design concept for a Space and Missile Tracking System (SMTS), the Low Earth Orbit (LEO) component of the Space Based Infrared Systems (SBIRS) architecture, to meet mission requirements identified in the SBIRS Operational Requirements Document (ORD). This effort is intended as a competitive alternative to the system concept being demonstrated in the current Flight Demonstration System (FDS) program. The objective is to demonstrate and validate risk reduction solutions to critical design issues and be prepared to enter Pre-Engineering Manufacturing Development (Pre-EMD) by 4QFY98 via a separate competitive acquisition. This will be followed by a downselect for EMD in FY99 to develop and deploy an initial constellation of satellites beginning in FY02.

1.1 Background

Congress mandated an accelerated ballistic missile defense (BMD) focused SMTS deployment starting in FY02. The SMTS will be deployed as the LEO component of the SBIRS system of systems architecture. The baseline for SBIRS includes space elements in Highly Elliptical, Geosynchronous, and Low Earth Orbits, and primary and backup CONUS ground centers. The integrated SBIRS ground segment is currently being developed under the SBIRS High Component program with provisions for a LEO plug to provide command and control and mission interfaces unique to the LEO component. This LEO plug is part of the SMTS. The SMTS complements the higher orbit components by providing precision midcourse tracking capability critical for effective BMD as well as improving SBIRS capabilities for missile warning, technical intelligence, and battlespace characterization.

2.0 Specific Objectives

2.1 Define cost-effective, alternative SMTS design concept to meet a FY02 deployment.

2.2 Identify key technical and producibility risks, supportability, and life-cycle cost drivers and provide a plan for system development, production, deployment, and sustainment consistent with the attached schedule.

2.3 Identify and execute risk reduction activities as necessary to demonstrate readiness of your SMTS concept for EMD and follow-on deployment per the attached schedule. These risk reduction efforts may include on-orbit demonstrations, ground demonstrations, simulations and/or relevant infrared space sensor past performance. At a minimum, these efforts must validate the conceptís capability against representative threats, scenarios (see SBIRS Scenarios List in the library) and typical backgrounds, to include the targets sets and attack magnitude requirements in the SBIRS ORD for the following:

2.3.1 Acquire, track and identify missiles
2.3.2 Provide precision tracking and discrimination of midcourse objects
2.3.3 Perform constellation command, control and communications
2.3.4 Perform sensor scheduling and target management

2.4 Establish a program information management approach which facilitates seamless government access and provides insight to cost, schedule, status, and technical information.
