A. (U) MISSION DESCRIPTION AND BUDGET ITEM JUSTIFICATION:

(U) This project provides environmental program guidance, environmental impact analyses and documentation, real property facility siting, and facility management and acquisition support for the BMDO National Missile Defense (NMD) system and Theater Missile Defense (TMD) system. Plans, programs, budgets, and oversees the NMD and TMD facility acquisition through Military Construction (MILCON) and Research, Development, Test and Evaluation (RDT&E) construction projects. Provides guidance and leads BMDO NMD and TMD environmental compliance, pollution prevention, other environmental efforts, and the Environmental Assessment and Environmental Impact Statement process for NMD and TMD activities. Develops guidance for Executing Agents on facility siting, facility acquisition, and environmental matters to support NMD and TMD activities. Provides MILCON design funds to support design of BMDO's NMD and TMD major and minor MILCON projects. Provides MILCON Minor Construction funds to support TMD's out-of-cycle unforeseen MILCON projects under $1.5M. This project is continued within the NMD and TMD Program Elements for Project 3157.

(U) PROGRAM ACCOMPLISHMENTS AND PLANS:

(U) This project supported both NMD and TMD programs through five critical site analysis studies, over 15 major environmental analyses and documents, and numerous facility design and construction projects. It ensured compliance with environmental, real property and construction laws. It provided executive oversight and guidance to TMD and NMD executing agents. This effort was concluded in FY95 and the work was transferred to the TMD and NMD PEs for Project 3157.

(U) FY 1995 Plans and Accomplishments:

o ($3.487M) Developed siting, basing deployment plans, environmental compliance, environmental analysis, and documentation for TMD and NMD.

Facilitated and expedited a contingency deployment of an NMD capability.

Addressed site specific issues for TMD planning and design of the THAAD First Objective Battalion at Ft. Bliss, Texas.

Drafted TMD Flight Test Environmental Assessment (EA) and Supplement to TMD Extended Test Range Environmental Impact Statement (EIS).

Integrated TMD environmental documents to reduce costs for testing.

Completed current SETA contract and awarded new SETA contract.

o ($0.200M) Completed facility planning in support of test and evaluation activities, acquisition programs, and NMD contingency deployment planning, with emphasis on TMD garrison facilities and launch complex issues.

o ($0.406M) Executed and managed the TMD and NMD FY 95-97 MILCON, Minor MILCON, and RDT&E facility design and construction projects and activities (emphasis was on completing the TMD initiative's facility requirements).

Completed 60% design of THAAD System First Objective Battalion facilities at Fort Bliss, Texas.

Completed design for the TMD Launch Complex at Fort Wingate, New Mexico.

Completed design of TMD Target Launch Complex on Wake Island.

Completed design of Target Launch Complex (Firing In Extension (FIX) Site) at White Sands Missile Range (WSMR), New Mexico.

Completed design of the PATRIOT Advanced Capabilities-3 Missile Assembly Building at WSMR, New Mexico.

(U) Acquisition Strategy:

BMDO contractor support is currently under a small business completion contract and will be used for technical and overview assistance of Facilities, Siting, and Environmental activities. Other similar small business contracts, as well as full and open competition Cost Plus Fixed Fee and Fixed Price contracts, by U.S. Army Space and Strategic Defense Command (USASSDC) and the U.S. Army Program Executive Office-Missile Defense will be used for additional technical assistance for the development of Facilities, Siting, and Environmental documentation requirements. BMDO tasks the Services through Program Management Agreements to perform the required tasks in support of the BMDO program. BMDO performs quarterly on-site reviews to verify and validate completed tasks.
