(U) The Navy Theater-wide Theater Ballistic Missile Defense (TBMD) program will provide an upper tier, sea-based capability to counter the TBM threat. In accordance with the direction in Program Budget Decision (PBD) 224 of February 1996, a concurrent concept exploration and advanced technical demonstration program will be conducted. The concept exploration is a joint system engineering task force to study the available interceptor and end-game intercept technologies (i.e. LEAP, THAAD, AIT, EKV, etc.). The Navy will continue their Cost and Operational Effectiveness Analysis (COEA). The advanced technical demonstration is preparation for AEGIS LEAP technical demonstration flights. This program will build upon the core Navy Area program, the current Standard Missile Block IV configuration, the past TERRIER LEAP technologies, and the existing AEGIS Weapon Systems. Upon completion of the interceptor concept studies and/or the outcomes of the alternative candidate interceptor/component testing, definition of the flight demonstration interceptor configuration will be completed. Progress to successful technical flight demonstrations, with the new configuration, will be ongoing.
(U) This project is assigned to the Budget Activity and Program Element codes as identified in this descriptive summary in accordance with existing Department of Defense policy.
(U) The Navy LEAP Technology Demonstration program completed two intercept tests in FY95 (FTV-3 and FTV-4). The activity was focused on development testing of the new Standard Missile third stage, integrated testing of the ship systems to support the intercepts, and demonstration of the LEAP Kinetic Kill Vehicle (KKV).
o ($30.000M) Completed flight demonstrations, analysis and closeout of LEAP flight test program paving the way for an advanced AEGIS operational system demonstration.
o ($26.550M) Completed COEA Phase I and AEGIS/THAAD integration studies.
o ($18.450M) Conducted engineering for the Navy Theater-wide (NTW) TBMD program; conducted specific concept investigations and technology demonstrations.
o ($15.942M) Continue Navy Theater-wide TBMD planning and studies, and complete Navy COEA Phase II.
o ($108.178M) Conduct system and design engineering to support the End game Guidance-to-Hit Technology Demonstration Flights including SM2/LEAP limited integration
o ($20.000M) Conduct AEGIS Weapon System (AWS) integration for an NTW interceptor and provide limited AWS integration to support the End Guidance-to-Hit Demonstration flights.
o ($15.972M) Provide technical support and historical expertise for NTW program.
o ($30.973 M) Provide follow-on engineering and analysis to conduct system engineering and risk reduction
activities.
o ($ 3.500 M) Conduct initial lethality tests for momentum/weight effects.

Funding: The previous President's Budget was provided to support a continuing advanced technology program to verify the capability of the kinetic kill vehicle. A Milestone Decision was planned for FY98. The appropriated funding was given by Congressional Plus-up in order to accelerate the NTW program schedule to support existing medium and long range threats. The Current Budget Submit reflects the BMDO Program Review decision to modify the schedule acceleration in order to continue concept exploration and technology flight demonstrations through the FYDP while ensuring OSD priorities.
Schedule: Schedule changes reflect the Program Review requirement to support a Concept Exploration/Advance Technology
Demonstration program with a decision to select the NTW Kinetic Kill Vehicle in FY98 and a first flight intercept demonstration in FY00.
Technical: Technical program elements will be integrated as appropriate to support the requirements.
