A. (U) MISSION DESCRIPTION AND BUDGET ITEM JUSTIFICATION:

(U) The NMD BM/C3 program integrates available NMD resources with current and planned command and control structures to provide a militarily effective NMD system. The objectives of the NMD BM/C3 Program are: (1) develop the processes, procedures and functional software/hardware needed to demonstrate an early operational BM/C3 capability and the integration of battle management, command, control, and communications, and sensor data among NMD elements and between NMD elements and supporting external systems and centers; (2) develop human-in-control and related decision support and information system capabilities required by the User; (3) develop BM/C3 technology to reduce risk, cost, and the lead times required for a contingency deployment; and (4) support the development of mature operational requirements and concepts of operation which ensure the deployment of a NMD system exhibiting desired end-to-end behavior; and (5) ensure interoperability with other DoD systems.

(U) During FY96, the BM/C3 Program will provide BM/C3 capability to support Integrated Ground Test-2 (IGT-2), Integrated Flight Test-1 (IFT-1), and demonstrate BM/C3 Legacy Plus. Real-time missile tracking experiments to demonstrate the capability of existing radar systems and far field sensors to support the NMD mission will continue during FY96. A significant increase in funding above FY95 levels allows the following additional activities during FY96: Definition, development and demonstration of the feasibility and utility of modifying Early Warning Radar (EWR) and other existing X-band radars for NMD mission support. The BM/C3/System Engineering and Integration (SE&I) contractor will start development of BM/C3 communications component prototypes, and will initiate development the Inflight Interceptor Communications System (IFICS) Prototype. The culmination of these developments will be to support an integrated system test in Fiscal Year 1999.

(U) PROGRAM ACCOMPLISHMENTS AND PLANS:

(U) During FY95, BM/C3 prototype capabilities were demonstrated and prepared for provision to Integrated System Tests conducted during FY96; prototype algorithms for EWRs were developed; and tracking demonstrations were conducted using EWR. The BM/C3/SE&I contract was awarded during FY95. This contract provides: (1) NMD BM/C3 development and integration and NMD System Engineering and Integration for the Technology Readiness Program, and (2) TMD System Integration and Interoperability. This project is directly supported by and sponsors the NMD BM/C3 development and integration portion of this contract. The BM/C3 Readiness Prototype System (RPS) resulting from prototype development will participate in a series of Integrated System Ground and Flight Tests to be conducted during each fiscal year through development of an Objective System capability.

(U) FY 1995 Plans and Accomplishments:

o ($5.816M) Site/Fire Control:

Supported integration of existing Site-level BM/C3 capabilities for BM/C3 demonstrations and Integrated System Tests.

Transitioned contractor-identified products to the BM/C3/SE&I contractor.

Supported Integrated NMD System test and evaluation and Contingency Deployment Planning.

o ($5.462M) Force Operations and External Interfaces:

Supported integration of existing CINC-level BM/C3 capabilities for BM/C3 demonstrations and Integrated System Tests.

Transitioned contractor-identified products to the BM/C3/SE&I contractor.

Supported Integrated NMD System test and evaluation and Contingency Deployment Planning.

Developed initial prototype EWR software for BM/C3 tests and demonstrations (Not an EWR system upgrade).

o ($12.658M) BM/C3 Integration:

Awarded BM/C3/SE&I contract.

Defined BM/C3 capabilities required for Integrated NMD BM/C3 system.

Configured the BM/C3 Element Support Center (BESC) at the Joint National Test Facility (JNTF) for operational prototype integration and User assessment of BM/C3 capabilities.

Conducted Integrated BM/C3 Infrastructure Demonstration (IBID) to show integration of existing BM/C3 capabilities and non-developmental items and to provide support of Integrated System Tests.

Leveraged off of IGT-1 results to provide BM/C3 representation for IGT-2 in FY96.

Defined BM/C3 element in terms of critical performance parameters and key test parameters.

Provided baseline NMD Domain Information Architecture (IA).

Conducted critical path analyses to determine risk and time reduction solutions that can be addressed prior to contingency deployment decision that will shorten the post-decision deployment timeline.

o ($ 3.280M) Missile Tracking Experiments:

Conducted real-time missile tracking experiment using EWR at Fylingdales, UK to demonstrate EWR capability and support the BMD mission.

Conducted communications experiments to demonstrate EWR-BMD connectivity.

(U) FY 1996 Plans:

o ($65.415M) BM/C3 Development/Integration:

Conduct BM/C3 Engineering and Integration activities to support BM/C3 RPS development, BM/C3 communications component prototype development and NMD System Integration activities.

Develop and demonstrate the BM/C3 Legacy Plus capability.

Complete development of the first increment of the BM/C3 RPS, fully integrated with current increments of other BM/C3 components (e.g., communications network, IFICS) and with applicable external systems (e.g., EWR). Start development of BM/C3 RPS second and third increments.

Support Integrated System Tests by providing integrated BM/C3 products as test articles.

Support IGT-2.

Support Contingency Deployment Planning.

o ($9.600M) Existing Sensor BM/C3 Modification and Demonstrations:

Conduct real-time missile tracking experiments using EWR.

Define develop and demonstrate the feasibility and utility of modifying EWR and other existing sensors for NMD mission support.

o ($6.000M) IFICS:

Develop a Contract Requirements Package for the IFICS.

(U) FY 1997 Plans:

($14.600M) BM/C3 Development/Integration:

Conduct BM/C3 Engineering and Integration activities to support BM/C3 RPS development, BM/C3 communications component prototype development and NMD System Integration activities.

Complete development of the second and third increments of the BM/C3 RPS, fully integrated with current increments of other BM/C3 components (e.g., communications network, IFICS) and with applicable external systems (e.g., EWR). Start development of BM/C3 RPS fourth increment.

Support Integrated System Tests by providing integrated BM/C3 products as test articles. Support IFT-2 and IGT- 1A.

Support Contingency Deployment Planning.

o ($11.650M) Existing Sensor BM/C3 Modification and Demonstrations:

Conduct real-time missile tracking experiments using EWR and other applicable existing sensors.

Continue definition, development and demonstration of the feasibility and utility of modifying EWR and other existing sensors for NMD mission support.

o ($18.000M) IFICS:

Award IFICS contract.

Begin development of IFICS first increment.

(U) FY 1998 Plans:

o ($41.800M) BM/C3 Development/Integration:

Conduct BM/C3 Engineering and Integration activities to support BM/C3 RPS development, BM/C3 communications component prototype development and NMD System Integration activities.

Complete development of the fourth increment of the BM/C3 RPS, fully integrated with current increments of other BM/C3 components (e.g., communications network, IFICS) and with applicable external systems (e.g., EWR).

(U) Acquisition Strategy:

The NMD BM/C3 program is using an evolutionary acquisition strategy, an approach tailored for large software development programs. The approach capitalizes on current technology and uses proven, non-developmental items (both commercial-off-the-shelf (COTS) and government-off-the-shelf (GOTS) software and hardware) to reduce cost and schedule risks. The BM/C3/SE&I contract, awarded in FY95, provides the vehicle for development of the NMD BM/C3 system and for NMD System Engineering and Integration. The effort performed in this contract will develop NMD system and BM/C3 requirements, will evolve a BM/C3 RPS, BM/C3 Communications component prototypes, an IFICS prototype, and will provide for integration of NMD elements (GBI, GBR, SMTS). NMD BM/C3 development under this contract and funded by the project is integrated with the overall NMD deployment readiness program using an evolutionary acquisition strategy, which evolves incrementally. The BM/C3 Program strategy is to concentrate on developing and planning for the capability to support early contingency deployment options which could be finalized and deployed in less than four years, and which would provide good capability against simple threats. The BM/C3 system will be extensively tested through a series of Integrated System Tests (ground and flight) which started in FY95.

Change Summary Explanation:

Funding: As a result of the substantial Congressionally directed funding increase for an NMD deployment readiness program in FY96, BM/C3 work will be accelerated on EWR and other sensor upgrades, the BM/C3/SE&I effort will be expanded to include BM/C3 communications prototype components and IFICS prototype development, and the User involvement in BM/C3 development and assessment will be broadened.
