A. (U) MISSION DESCRIPTION AND BUDGET ITEM JUSTIFICATION:

(U) This project provides environmental program guidance, environmental impact analyses and documentation, real property facility siting, and facility management and acquisition support for the NMD system to test, evaluate, and maintain the option to deploy a cost-effective, operationally effective and treaty compliant system. The project plans, programs, budgets, and oversees the NMD facility acquisition through Military Construction (MILCON) and Research, Development Test and Evaluation (RDT&E) construction projects to support the contingency deployment planning and readiness activities focused on critical path analyses to ensure minimum required lead time for site activation. The project provides guidance and leads BMDO NMD environmental compliance, pollution prevention, other environmental efforts, and the Environmental Assessment and Environmental Impact Statement process for NMD activities. The project develops guidance for Executing Agents on facility siting, facility acquisition, and environmental matters to support the contingency deployment plan which is used to guide the ongoing NMD readiness program and to execute a limited NMD contingency deployment if needed. The project provides MILCON design funds to support design of BMDO's NMD major and minor MILCON projects when they are needed.

(U) PROGRAM ACCOMPLISHMENTS AND PLANS:

(U) This Project has been established to specifically support the NMD deployment readiness program and the planning activities which are required to support the contingency deployment options for an NMD system. In FY95 this project initiated and performed a siting study for deploying an NMD system to Grand Forks, ND. Additional activities in FY95 for NMD were performed under Project 3157, PE 0603173C.

(U) FY 1995 Plans and Accomplishments:

($ 0.300M) Performed Grand Forks, ND NMD deployment study.

(U) FY 1996 Plans:

o ($ 0.898M) Update and modify environmental, siting, and facility annexes for the NMD deployment plans based on NMD program developments.

Develop siting, basing deployment plans, environmental compliance, environmental analyses, studies, and documentation for critical NMD deployment activities.

Complete environmental analyses and documentation for US Army Kwajalein Atoll (USAKA) flight tests.

Begin siting and environmental analysis work for Objective System fielding.

o ($ 0.061M) Conduct facility planning and preliminary design concepts for NMD contingency deployment options.

o ($ 0.725M) Execute and manage the FY 96-00 NMD MILCON, Minor MILCON, and RDT&E facility design and construction projects and activities (Emphasis is on the NMD Ground Based Radar-Prototype (GBR-P) Program facility project at USAKA, Marshall Islands).

Design and manage Construction Contract Award for NMD GBR-P Facility Project, USAKA (Project Funded by Project 1151).

Complete NMD Site Deployment Study.

Complete NMD environmental baseline surveys for North Dakota sites.

(U) FY 1997 Plans:

o ($ 0.672M) Update the environmental, siting, and facility annexes for the NMD deployment plans to reflect NMD advances and changes in candidate systems.

Support deployment readiness programs using an evolutionary acquisition strategy with siting, environmental compliance, pollution prevention, studies, and environmental analysis and documentation.

o ($ 0.052M) Continue facility planning for near term NMD deployment options to reduce NMD deployment lead time.

o ($ 0.627M) Plan, execute, and manage any FY 97-02 NMD MILCON, Minor MILCON, and RDT&E facility design and construction projects and activities.

Execute design and constructibility trade studies.

Complete Construction Surveillance for NMD GBR-P Project, USAKA (funded by Project 1151).

Begin NMD site-specific Environmental Impact Statement.

Complete advanced concept design for deployment.

(U) FY 1998 Plans:

o ($0.678M) Update the environmental, siting, and facility annexes for the NMD deployment plans to reflect NMD advances and changes in candidate systems.

Support technology readiness programs with siting, environmental compliance, pollution prevention, studies, and environmental analysis and documentation.

o ($0.056M) Continue facility planning and review facilities requirements documents for near term NMD deployment options to reduce NMD deployment lead time.

o ($0.667M) Plan, execute, and manage any FY98-03 NMD MILCON, Minor MILCON, and RDT&E facility design and construction projects and activities.

Prepare 100% facilities designs for deployment facilities.

Execute design and constructibility trade studies.

(U) Acquisition Strategy:

BMDO is assisted by executing agents in the Army and Air Force and contractor support. They provide technical assistance of Facilities, Siting, and Environmental activities. The U.S. Army Space and Strategic Defense Command (USASSDC) and the U.S. Army Program Executive Office Missile Defense provide specific additional technical assistance in delivering the Facilities, Siting, and Environmental documentation products needed for program execution. BMDO tasks the Services through Program Management Agreements (PMAs) to perform the required tasks in support of the NMD program. BMDO performs quarterly on-site reviews to verify and validate completed tasks.

Change Summary Explanation:

Funding: In FY 1996, this program separates NMD and TMD work. No MILCON or MILCON design is required for NMD until two fiscal years prior to a deployment decision, although facilities planning, conceptual design and environmental analyses are continuing.
