(U) This project provides direction (in response to TMD's radar and electro-optical signature needs) and associated mission planning and data analysis costs for the COBRA JUDY and core funding for Airborne Surveillance Testbed (AST) data collection platform. This project also provided operating costs for the COBRA JUDY radar platform (thru FY1995) and the core operationg costs of the AST optical data collection platform (shared by NMD and TMD PEs). The mission signature requirements are provided either directly by various projects or through the Target Signature Working Group (TSWG). This project funds operation of the facilities (data centers) that are needed to store and make available the critical data to the TMD user community and provides for radar and optical algorithm and model development to aid in the rapid distinction of incoming missile targets from natural and clutter backgrounds and/or penaids.
(U) Activities under this project include the tasking and direction for the collection and analysis of radar and optical data on TMD missile targets and intercept events to satisfy the needs and requirements levied through the TSWG (Project 1170) and by the various project offices. Discrimination algorithms that are specific to TMD applications are developed and evaluated. The Lexington Discrimination System (LDS) is used to evaluate discrimination algorithm performance and serves as a prototype for development of discrimination architectures. Specific signature models and integrated tools, such as upgrades to the Optical Signature Code (OSC) and the Synthetic Scene Generation Model (SSGM), are developed. Storage, archiving and retrieval of data takes place in the BMDO-funded Backgrounds, Advanced Missile Signature, and Missile Defense data centers.
(U) The continuing mission of this project is to manage the COBRA JUDY test support and data analysis; AST; operating costs; collect, store, retrieve, and distribute critical data to BMDO users; and apply resulting data to develop and validate discrimination algorithms and architectures, and plume/background models, that directly support TMD systems development. This project identifies gaps in the database(s), recommends specific data collection events and monitors other BMDO data collection programs.
o ($2.556M) Data Centers and Management:
The Missile Defense Data Center (MDDC) received, archived, and distributed BMDO missile hardbody and signature test data for use by the TMD program offices and contractor community.
Provided needed upgrades for data storage and retrieval to support TMD program offices.
o ($30.587M) Data Collection Platforms:
Provided COBRA JUDY full operating costs and AST core operating costs to collect radar and optical data on Storm and Hera test targets, THAAD flight test vehicles, THAAD intercept events, Navy Lower Tier Block IVA and LEAP tests, and Countermeasures Hands-On Program (CHOP) Skunkworks missile launches.
Provided for storage of COBRA EYE sensor system.
o ($7.149M) Algorithm and Model Development:
Developed, implemented, and tested real-time TMD infrared (IR)/radar algorithm architectures for threat typing, discrimination, target object map generation, and aimpoint selection.
Continued development and application of new techniques including image analysis, radar cross-section polarimetric analysis, and data fusion.
Hosted TMD-GBR prime contractor's radar discrimination architecture on LDS prototype for independent verification and validation.
Upgraded LDS prototype to demonstrate active algorithm architectures of multiple targets and single sensors.
Performed simulation and analysis of TMD Dem/Val scenarios, and developed and tested optical discrimination and aimpoint algorithms to aid TMD contractors in validating their optical discrimination algorithms.
Developed, in SSGM, a radar modeling capability, target dynamics, and the initial capability for reentry hardbody breakup and debris for discrimination needed for target handoff.
Integrated above-the-horizon/below-the-horizon background models to include updating PLEXUS 3.0 code by incorporating atmospherics and celestial backgrounds models.
Analyzed Dem/Val data to support TMD algorithm development.
Developed prototype, accurate, fast running background clutter code.
Completed MOSART 1.4 code to calculate long path backgrounds and transmission.
Provided upgrades to OSC with improved capability to model TMD targets, provide high resolution images; support risk mitigation of TMD flight tests, and improve target characteristics for NMD missions.
o ($6.905M) Data Centers and Management:
MDDC will receive, archive, and distribute missile signature test data for use by the TMD program offices and contractor community.
Provide for required maintenance of hardware for MDDC.
o ($17.197M) Data Collection Platforms:
Provide AST core operating costs to continue optical data colletion in support of THAAD intercept events, the TMD Critical Measurements Program (TCMP) campaign, Willow Dune (WD), Navy Lower Tier Block IV tests, cobmined Experiment Program (CEP/CPX) and Hera target flights.
Provide for COBRA JUDY mission planning to support THAAD intercept events, the TCMP campaign, WD, CEP/CPX, and Hera
target flights.
Provide for termination of COBRA EYE sensor system.
o ($12.882M) Algorithm and Model Development:
Develop, refine, and demonstrate active and passive algorithm architectures of multiple targets and single sensors on LDS prototype.
Develop multi-sensor data fusion algorithms which perform efficient data resource allocation.
Upgrade integrated background and weather code (PLEXUS) to include cloud, terrain and UV to RF
coverage for modeling and simulation of radar propagation, IR, visible, and laser models.
Use LDS to develop and evaluate real-time algorithms for tumbling targets and high resolution imaging in support of THAAD/GBR.
Perform statistical evaluation of radar/optical discrimination algorithms using field test data.
Continue simulation/analysis of TMD Dem/Val optical discrimination and aimpoint algorithms, and finalize prototype algorithms (target selection, aimpoint selection, and kill assessment).
Continue to analyze Dem/Val data to support TMD algorithm development.
Complete and distribute Share 4.0 (atmospheric clutter models) to TMD system designers.
Upgrade SSGM's to incorporate additional TMD threats, modeling of re-entry hardbody break-up, correlated radar-IR ground clutter and capability to merge data with simulations.
Develop integrated handover/discrimination information for aimpoint selection using interceptor seeker and integrated radar hardbody and plume signatures for early detection of theater ballistic missiles (TBMs).
Develop and provide new release of OSC with improvements to support optical discrimenation algoritms for NMD and TMD intercept capability.
Continue participation in international technical exchange programs (U.S./U.K. Scientific Cooperative Research Exchange (SCORE) Program - Target Signatures & Backgrounds Panel and Trials Group, NATO Extended Air Defense (EAD)/TMD Ad Hoc Working Group - Plume Phenomenology Expert Group (U.S., U.K., France, Canada), U.S./French Bilateral Group - Plumes, Backgrounds, and Reentry Signatures, U.S./Israeli TBM Signature and Phenomenology Research, U.S./German Phenomenology Research) in the areas of optical and radar discrimination, reentry, and background and plume phenomenology.

MDDC will receive, archive, and distribute missile signature test data for use by the TMD program offices.

Provide AST core operating costs for continued optical data acquisition of THAAD intercept events, Navy TBMD tests, and PAC-3 test.
Provide For COBRA JUDY mission planning to support THAAD intercept events and Navy TBMD tests. Provide for expanded data collection and sensor development efforts including the use of existing high altitude aircraft to collect spectral data on natural backgrounds and signatures of ballistic missiles during their boost and mid -course phase of flight.
o ($18.775M) Algorithm and Model Development:
Demonstrate active and passive algorithm architectures of multiple targets and multiple sensors on LDS prototype.
Demonstrate real-time algorithms for battlefield learning, target object mapping, and aimpoint selection for TMD systems.
Demonstrate field candidate algorithms for real-time verification.
Continue support to TMD programs in sensor design, discrimination, aim point selection, and algorithm development.
Continue development and provide new release of improved target OSC to support post-boost resolved irradiances, imaging, and discrimination analyses.
Continue PLEXUS upgrades to include UltraViolet-Radio Frequency (UV-RF) coverage for radar, IR, and optical models including atmospheric structure and detailed propagation for modeling and simulation use lasers.
Distribute cloudscape and cloud background code to TMD system designers.

Incorporate new field data sets from the transportable radar into the TMD bulk classifiers to adjust parameters for objective system.
Develop real-time sensor algorithms for resource allocation and multi-sensor fusion.
Continue development and deliver upgraded OSC for non-axisymmetric threat targets.
Upgrade SSGM to include millimeter wave modeling capability, high resolution backgrounds, enhanced computational speed.
Complete PLEXUS upgrades to include UV-RF coverage for complete modeling and simulation of radar, IR, and optical models including laser transmission.
Develop kill assessment optical signatures (KAOS) code.

Funding: FY96: The decrease in funding in FY96 supports Congressional reductions to the Other TMD PE. Majority of impact was in Algorithm and Model Development effort. Reduction will slow development of algorithms and models to match new THAAD schedule.
FY97 & FY98: The decrease in Data Collection Platform funding in FY97 and FY98 was reduced to fund higher priority projects.
