(U) This project provides core funding for targets and services needed to support the testing and evaluation of all Theater Missile Defense (TMD) programs, in particular THAAD, PATRIOT, PAC3, Navy Area TBMD and Navy Theater -Wide TBMD, and the US Air Force Air Bourne Laser (ABL). It is a segment of the BMDO Consolidated Targets Program (CTP). The CTP mission is to provide threat representative ballistic missile target system support to interceptor and sensor development and acquisition programs. Each target system is tailorable and reconfigurable to meet unique mission requirements. This project funds the development and demonstration of target systems and Foreign Military Acquisition (FMA) to support TMD test and evaluation. The Theater High-Altitude Area Defense (THAAD) system, Patriot Advanced Capability - 3 (PAC-3) system, Navy Area TBMD (formerly Lower Tier) and Navy Theater-Wide TBMD (formerly Upper Tier) systems require target system support to accomplish their planned test and evaluation. The THAAD program intends to use the newly developed Hera target system with planned launches on White Sands NM and from Wake Island into the Kwajalein Missile Range (KMR) impact area. Additionally, THAAD testing in the Pacific requires short range (200-600 Km) and long range (1000-2900 KM) target presentatons that are best satisfied by Alternate Air (Alt Air) ballistic missile systems. The PAC-3 program will use Storm and Hera targets launched from White Sands and Wake Island. The Navy will use Storm and Hera targets launched at Pacific Missile Range Facility (PMRF) (Barking Sands, Kauai, HI). Navy scenarios also include targets launched into PMRF with Alt Air ballistic targets into PMRF. This project is developing a short range (200-600 Km) air drop Alt Air ballistic target and a long range (1000-2900 Km) winged air launch Alt Air target to satisfy the collective target requirements of THAAD and both Navy programs for multiple simultaneous engagements, multi-axis scenarios, and short range and long range threat target presentations.
(U) Storm and Hera target demonstrations were conducted, targets were provided for TMD testing, and retired missiles were refurbished for use in building for TMD targets, a new modular based threat representative target reentry vehicle was developed, FMA target development was continued, and the Alternate Air ballistic development was initiated.
o ($32.600M) Completed development of the Hera target system and Storm unitary configuration target system with primary orientation on THAAD Dem/Val including a total of four developmental (demo) launches at WSMR..
o ($22.332M) Continued to provide TMD targets program support to include refurbishment of retired missile systems to be provided as GFE to construct target systems. Also, supported Foreign Material Acquisition (FMA) targets program.
o ($9.542M) Provided technical support for targets program operations at the executing agent.
o ($3.183M) Continue support of FMA target systems and development to support TMD EMD test and evaluation.
o ($2.734M) Continue development and demonstration of new Hera and Storm target configurations, supporting primarily THAAD Dem/Val, and PAC3 EMD.
o ($5.800M) Demonstrate Alternate Air target capability to meet additional requirements.
o ($4.995M) Technical support for targets program operations at the executing agent.
o ($2.000M) Initiate development of advanced payload (modular target reentry vehicle) for PAC3, THAAD EMD.
o ($2.972M) Continue support of FMA target systems and target development to support TMD test and evaluation.
o ($12.100M) Continue development and demonstration of Hera and Storm target configurations.
