A. (U) MISSION DESCRIPTION AND BUDGET ITEM JUSTIFICATION:

(U) Provides environmental program guidance, environmental impact analyses and documentation, real property facility siting, and facility management and acquisition support for the Ballistic Missile Defense Organization (BMDO) Theater Missile Defense (TMD) system projects. Plans, programs, budgets, and oversees facility acquisition through Military Construction (MILCON) and RDT&E construction projects. Provides guidance and leads BMDO TMD environmental compliance, pollution prevention, other environmental efforts, and the Environmental Assessment and Environmental Impact Statement process for TMD activities. Develops guidance for Executing Agents on facility siting, facility acquisition, and environmental matters. Provides MILCON design funds to support design of BMDO's TMD major and minor MILCON projects. Provides MILCON Minor Construction funds to support TMD's out-of-cycle unforeseen MILCON projects under $1.5M.

(U) PROGRAM ACCOMPLISHMENTS AND PLANS:

(U) FY 1995 Plans and Accomplishments:

(U) FY 1996 Plans:

o ($ 1.809M) Develop siting, basing deployment plans, environmental compliance programs, environmental analyses, test range studies, and documentation for technology demonstrations, test and evaluation, and weapon system essential technical stationing facilities. (Focus is on PATRIOT Advance Capability Level 3 (PAC-3), Theater High Altitude Area Defense (THAAD), Navy Lower Tier (Area) systems and System Integration Tests).

o ($ 0.115M) Facility planning, planning associated with TMD test range facilities development, and preliminary designs for TMD garrisons and depots.

o ($ 1.475M) Execute and manage TMD's FY 96-98 Military Construction, Minor Military Construction, and RDT&E facility design and construction projects and acquisition. The emphasis is on the PAC-3 and THAAD EMD, test and deployment facilities, such as THAAD User Operational Evaluation System (UOES) Facility, THAAD Radar Test Facility, Maintenance/Repair Target Launch Support Facility, TMD Target Launch Facilities, and THAAD Objective Battalion Facilities.

(U) FY 1997 Plans:

o ($ 1.797M) Supports TMD programs with siting, environmental compliance, pollution prevention, studies, and environmental analysis and documentation. The Program covers costs associated with maturing acquisition programs, fielding of systems, integrated system testing, and test and evaluation programs.

o ($ 0.150M) Continues facility planning for fielding the PAC-3 and THAAD programs. It also continues facility planning support for test and evaluation programs.

o ($ 1.821M) Provides funds to execute and manage TMD's FY 97-99 Military Construction, Minor Military Construction, and RDT&E facility design and construction projects and other activities to provide program support. The emphasis will be to initiate construction on essential PAC-3, THAAD, and Navy Lower Tier (Area) support facilities, and on continued test and evaluation support facilities, such as Maintenance/Repair Target Launch Facility, TMD Target Launch Facilities, and completion of THAAD Objective Battalion Facilities.

(U) FY 1998 Plans:

o ($1.721M) Supports TMD program with programmatic environmental analysis plans, environmental compliance, pollution prevention studies, environmental analyses and documentation. Work will begin on Medium Extended Air Defense System (MEADS) (Corps Surface-to-Air Missile (SAM)) requirements and continue on Navy Lower Tier (Area), THAAD and PAC-3 systems to meet their requirements. The program manages activities associated with maturing acquisition programs, fielding of systems, integrated system tests, and test and evaluation programs.

o ($0.145M) Complete facility planning for PAC-3 and THAAD basic system facilities. Begin planning and development of unique MEADS (Corps SAM) test facilities as well as follow-on improvements to THAAD and the Navy Lower Tier (Area) systems. Complete planning for the FY00 and FY01 System Integration Tests.

o ($1.888M) Provides funds to execute overall FY98-00 Military Construction, Minor Military Construction, and RDT&E design and construction. Emphasis will be placed on completing facility requirements for PAC-3, THAAD Objective Ammunition Storage Facility and preliminary design for the THAAD Second Objective Battalion. Continual improvements will be required in test and evaluation facilities to improve the fidelity of testing and integrate increasing complex test scenarios onto existing test ranges. Initial requirements to meet improvements to PAC-3, THAAD and Navy Lower Tier (Area) system will enter the design phase.

(U) Acquisition Strategy:

BMDO is assisted by executing agents in the Army, Air Force and contractor support. They provide technical assistance of facilities, siting, and environmental activities. The U.S. Army Space and Strategic Defense Command and the U.S. Army Program Executive Office-Missile Defense provide specific additional technical assistance in delivering the Facilities, Siting, and Environmental documentation products needed for program execution. BMDO tasks the Services through Program Management Agreements to perform the required tasks in support of the TMD program. BMDO performs quarterly on-site reviews to verify and validate completed tasks.
