(U) TMD Existing System Modifications provides the enhancement of warning and surveillance capabilities, including fixed and mobile tactical processing of launch detection data (from the Defense Support Program (DSP), space early warning systems, or other means) and surveillance data, which is integrated in a wide area network using existing and improved communication assets, to support intercepts and broader defense coverage. This project implements non-major defense acquisition program modifications to current and existing warning and surveillance systems that result in fielded improvements to TMD capabilities. This project consists of three programs: Cueing and Netting, TALON SHIELD, and the Extended Airborne Global Launch Evaluator (EAGLE).
(U) Cueing And Netting. The Cueing and Netting program supports testing and operational demonstration of software and hardware upgrades to the AN/TPS-59 long-range surveillance radar.
(U) TALON SHIELD. The TALON SHIELD program is developing a system that receives and fuses DSP, other national intelligence data and SIGINT data on theater ballistic missile (TBM) events to provide more timely warning of worldwide TBM launch point, time, azimuth and impact point prediction to tactical units. As processing improvements and additional sources are integrated and fused, these upgraded capabilities are passed to the Air Force Attack and Launch Early Reporting to Theater (ALERT) and the Army Joint Tactical Ground Station (JTAGS) programs for incorporation in the operational systems. The system is co-located at the National Test Facility, Falcon Air Force Base, CO with ALERT.
(U) Extended Airborne Global Launch Evaluator (EAGLE). The EAGLE is developing and fielding a TBM detection, tracking, and cueing system aboard Air Force E-3 Airborne Warning and Control System (AWACS) aircraft. Consisting of a passive Infrared Search and Track (IRST) sensors and an eye-safe laser-ranger, EAGLE provides precise cues to deployed Army THAAD- Radar and the Navy AEGIS/SPY-1 fire control radars, as well as early, highly accurate improved estimates of TBM launch points and impact points. EAGLE's precise tracking begins before booster burnout and continues through the early post-boost phase of missile flight. Against long-range TBMs, EAGLE will track inflight missiles prior to their detection by surface-based radars, which are constrained by viewing limitations imposed by curvature of the earth. EAGLE target cues will be much more accurate than those available from ALERT and JTAGS, which do not support extended range, single-beam radar acquisition of long-range TBMs. TALON SHIELD is the development system whereas ALERT is the operational system. EAGLE's highly accurate prediction of a TBM's future trajectory makes it unnecessary for fire control radars to search for the missile, enabling the radars to acquire the TBM earlier, at longer range, using a single, precisely pointed radar beam. This longer range acquisition permits earlier launch of interceptors, yielding a dramatic increase in the defended area (footprint) for THAAD and the Navy Area Theater Ballistic Missile Defense System (Navy Lower and Upper Tier) and provide improved warning and situational awareness for PATRIOT, HAWK and the theater commanders.
o ($.998M) Cueing and Netting. A tactical demonstration of JTAGS cueing of the PATRIOT AN/MPQ-53 radar was conducted at White Sands Missile Range (WSMR) during FY95.
o ($3.974M) TALON SHIELD. An operational configuration of TALON SHIELD achieved IOC as the ALERT system during FY95.
o ($10.682M) EAGLE. The EAGLE program conducted studies of E-3 AWACS TMD capability and potential TMD laser range/trackers. These efforts verified the technical feasibility and the TMD force multiplier potential of fielding TBM detection, tracking, and cueing sensors on Air Force E-3 AWACS aircraft. EAGLE contract was awarded during FY1995.
o ($4.704M) TALON SHIELD. Complete TALON SHIELD processor and calibration upgrades; continue to incrementally develop, test and demonstrate added capability of fusing DSP data with other classified sensor data.
o ($15.205M) EAGLE. Finalize the design, commence sensor rapid prototyping; complete fabrication of sensor components and integrate sensor subsystems; conduct tests in contractor laboratories to characterize components and subsystems.
o ($0.050M) EAGLE. Update Air Force Theater Air Command and Control facility (TACCSF) EAGLE simulation and demonstrate modeling.
o ($0.047M) EAGLE for cost analysis of procurement options and studies from simulations in Europe.
o ($1.000M) Cueing and Netting. Conduct developmental test of AN/TPS-59 hardware and software modifications to accept an external cue.
o ($3.400M) TALON SHIELD. Continue TALON SHIELD development test and evaluation activities; continue to incrementally develop, test and demonstrate improved processing capabilities and fusion of other intelligence and sensor data sources with DSP.
o ($19.766M) EAGLE. Complete efforts initiated in FY 1996. Prior to prototype integration on the AWACS TS-3 test aircraft, fully characterize sensor performance under conditions more characteristic of the operational environment against TBM targets of opportunity and surrogate targets.
o ($1.448M) Cueing and Netting. Conduct an operational demonstration of the TPS-59 capability to accept an external cue.
o ($1.931M) TALON SHIELD. Continue TALON SHIELD development, test and evaluation activities; continue to incrementally develop test and demonstrate improved processing capabilities and fusion of other intelligence and sensor data sources with DSP.
o ($9.481M) EAGLE. Complete FY 1997 activities; install and integrate the EAGLE prototype sensor abroad the TS-3 aircraft; conduct EAGLE prototype flight testing; conduct a milestone review, chaired by the Air Force Acquisition Decision Authority (Air Force PEO/C3I), to approve EAGLE entry into Engineering and Manufacturing Development (EMD).

Funding: Completion of the EAGLE prototype program slipped four months due to the reduced funding in FY 1996, FY 1997 and FY 1998. Due to reduced funding in the TALON SHIELD program in the FY 1996-1998 timeframe, fewer advancements in the fusion of additional sources will be possible. This will impact the overall exploitation of these national intelligence and other data sources in supporting the TBM detection and alerting mission.
