SUBJECT: Revisions to the Airborne Laser (ABL) Second Draft Request for Proposal
(RFP) F29601-96-R-0001
1. In our continuing efforts to improve the RFP, the following revisions are provided to
the second draft released on the World Wide Web on 1 Mar 96. This list includes only
substantive changes that further serve to clearly identify the government's requirement
for the effort.
a. SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS -
ITEM 1. CLINS
-CLINs 0003 changed to reflect the PDRR Commercial Aircraft.
-SUBCLINs 0003AA, 0003AB, 0003AC added.
-CLIN 0009, EMD Commercial Aircraft and SUBCLIN 0009AA, 0009AB, and 0009AC added.
ITEM 2. PRICES
-Limitation of Government's Obligation", has been added as item "e".
-Item "h" (previously '"g") is revised to include new CLIN and SUBCLINS
b. SECTION C- DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
- Titles have been added to Attachments 1 and 6.

i. SECTION M - EVALUATION FACTORS FOR AWARD. Paragraph 5.0 -General Consideration clarified. The factors for individual IPTs in Area B have
been rolled up to give a more integrated system approach. Other minor revisions
have been included based on offeror comments.
j. ATTACHMENT 3, TASK ORDER GUIDANCE , 2nd paragraph deleted and
Item "I" has been added.
k. ATTACHMENT 5, AWARD FEE PLAN has been revised to reflect
appropriate offeror recommendations.
l. ATTACHMENT 8, EVALUATION STANDARDS. A standard addressing
affordability added in Areas A and B. The Aircraft Worthiness Standard has
been deleted. Section B has been changed to integrate all specialty IPTs into
the first factor on System Management.. Minor modifications to other standards
have made based on offeror comments.
m. EXHIBIT A- CDRL A001 has been revised.
