A. DESCRIPTION: THE ENGAGEMENT CONTROL STATION (ECS) (PAC III) (PLIN Z97865) IS ENCLOSED IN AN ENVIRONMENTALLY-CONTROLLED SHELTER (NON-STOCKED COMPONENT) THAT IS MOUNTED ON A 5-TON TRUCK (LIN X41105 BASE MODS TO LIN T61704 IAW BOIP T046AE/ASIOE). THE ECS INCLUDES A WEAPON CONTROL COMPUTER, THREE STACKS OF UHF MULTICHANNEL RADIO AND ELECTRONIC MULTIPLEXING TERMINAL EQUIPMENT, 5-MODEMS, SINCGARS RADIOS, A LAN ROUTER, A JTIDS RADIO, AND CONTROL EQUIPMENT. THE ECS CONTAINS A SUPERVISOR AND OPERATOR CONSOLE POSITION, TACTICAL AND MAINTENANCE SOFTWARE PACKAGES, A DIGITAL SWITCHBOARD AND TACTICAL AND MAINTENANCE STATUS PANELS. COMPONENT MAJOR ITEMS (CMI) ARE: (1) A34870 (2 EACH) AIR CONDITIONER: 18000 BTU. (2) K94880 (1 EACH) INTERCOM STATION: LS-147. (3) Q32689 (3 EACH) RADIO SET: AN/GRC-103(V)3. (4) V30252 (2 EACH) TELEPHONE SET: TA-1/PT (5) V31211 (2 EACH) TELEPHONE SET: TA-312/PT. (6) NON-STANDARD INSTALLATION KIT FOR THE SINCGARS SERIES RADIO. B. CAPABILITIES: THE ECS PROVIDES THE NECESSARY DATA PROCESSING FOR THE FIRING BATTERY TO INCLUDE COMMUNICATIONS ROUTING TO OTHER PATRIOT ACTIVITIES AND ADA ELEMENTS, PROCESSING OF RADAR DATA, AND MONITORING THE OPERATIONAL STATUS OF MISSILE SYSTEM COMPONENTS. THE ECS PERFORMS SECURE DATA TRANSFER WITH THE PATRIOT LAUNCHING STATION (PAC-II LIN L46979 OR PAC-III LIN Z41170). C. EMPLOYMENT: THE ECS IS THE ENGAGEMENT OPERATIONS CENTER FOR THE PATRIOT FOR THE PATRIOT FIRING UNIT. THE ECS INTERFACES WITH THE BATTALION'S INFORMATION AND COORDINATION CENTRAL (ICC) (LIN Z34852) TO PROVIDE AN AIR PICTURE, TARGET AND WEAPONS INFORMATION AND WITH THE PATRIOT LAUNCHING STATIONS (PAC-II LIN L46979 OR PAC-III LIN Z41170) TO PROVIDE ENGAGEMENT COMMANDS. THE ECS HAS ORGANIC LINE-OF-SIGHT COMMUNICATIONS EQUIPMENT FOR DIRECT CONNECTIVITY TO THE UHF NETWORK, OR UTILIZES THE COMMUNICATIONS RELAY GROUP (CRG) (LIN Z16479) FOR BEYOND LINE-OF-SIGHT CONNECTIVITY TO THE UHF NETWORK. D. BASIS OF ISSUE: ONE ECS PER FIRE CONTROL SECTION, ADA BTRY (PATRIOT) (SRC 44637) AS A 1:1 REPLACEMENT OF THE ENGAGEMENT CONTROL STATION (LIN E08497) IN BATTERIES EQUIPPED WITH THE PAC III LAUNCHING STATION (LIN Z41170) AT ONE PER ADA BTRY (PATRIOT) (SRC 44637). E. POWER REQUIREMENTS: THE ECS POWER CONSUMPTION IS 44.6 KW. POWER IS PROVIDED BY ONE TRAILER-MOUNTED POWER PLANT, EPP-III (LIN P63496/ASIOE). F. TRANSPORTATION REQUIREMENTS: THE ECS IS MOUNTED ON A 5-TON TRUCK (LIN X41105 BASE MODS TO LIN T61704 IAW BOIP T046AE/ASIOE). C141/C5 AIR TRANSPORTABLE. G. PERSONNEL/MAINTENANCE IMPACTS: (1) OPERATORS: TWO 14ES (ENGAGEMENT CNTRL) AND ONE 31F (PAT SWITCH OPR-MNT) PER SHIFT. (2) MAINTAINERS: (A) UL MAINTENANCE: 14E, 31S, 31U, AND 52C. (B) DS MAINTENANCE: 27X, 31P, 31S, 35E, AND 52C. (C) GS MAINTENANCE: 31P AND 52C. H. SPECIAL NOTES: (1) THIS ITEM IS APPROPRIATE FOR INCLUSION IN THE ABOI. (2) DURING A COORDINATION MEETING AT FORT BLISS, TX, 14-15 OCT 98, THE PM'S OFFICE, HIMAD TSM, OCADA, FORCE DESIGN (DCD), AND RDD AGREED TO THE FOLLOWING: (A) PAC-II SYSTEM OPERATIONS MAY BE PERFORMED BY MOS 31R BUT THE PAC-III SYSTEM REQUIRES MOS 31F. (NOTE: PER COORDINATION WITH TAPC, A NOFC IS SCHEDULED TO EVENTUALLY REPLACE ALL MOS 31R WITH MOS 31F IN PATRIOT TOES.) (B) THE ECS CREW IS TWO MOS 14E AND ONE MOS 31F PER SHIFT AND THERE ARE THREE SHIFTS. PAC-III SYSTEM DOES NOT REQUIRE ANY INCREASE IN PERSONNEL OVER THE PAC-II SYSTEM. (NOTE: PM DOES NOT WANT TO CHANGE PERSONNEL TOTALS IN BOIPFD.)
