National Defense Panel Recommendations:
The National Guard together with the Army Reserve be prepared to: 1. Train local authorities in chemical and biological weapons detection, defense, and decontamination; 2. Assist in casualty treatment and evacuation; 3. Quarantine, if necessary, affected areas and people; and, 4. Assist in restoration of infrastructure and services.
Addressed Transnational threat to both civil and military targets CONUS & OCONUSRecommendation:
“SECDEF assign responsibilities for National Guard in civil training, exercises, consequence management, deterrence, and CINC CM support in CW/BW incidents.”
Addressed threat to power projection platforms
“Sufficient Army National Guard Units could be reorganized to provide a multidisciplined chemical reaction task force in each state for use by the governors (under Title 32), at CONUS military bases, or at other CONUS targets under Title 10 action.”
President’s Commission on Critical Infrastructure:
Recommendation: Determined vulnerabilities and recommended expansion of the Nunn-Lugar-Domenici Mandate and Funding to better protect the civilian population and infrastructure.
