Subject: Testimony Tidbit on Patriot

It seems that the Pentagon's performance claims about Patriot's Gulf War performance is down to about "eighty percent confiden(ce) [of] ... an eighty percent hit."

It looks like if we can now establish that they have little or no evidence to support the one hit claim, our conclusion will be in essentially complete agreement with that of the Pentagon.

REP. HEFNER: How really effective, when you did all your analysis after the Persian Gulf was over, how effective was the Patriot?

MR. DECKER: In the Persian Gulf?

REP. HEFNER: Umm-hmm.

MR. DECKER: You know I, in all honesty, Mr. Hefner, I'm not copping out. I've never gone and looked at whatever hard data exists. It did apparently hit one of the incoming Scuds on one occasion. But in terms of hard data, I'm going to turn it over to General Hite. He may not know the answer either. I don't know if we ever have any hard data like you can collect on the test range that says we know there were these many missiles coming in over a period of time and we actually hit these many. It's a controversial subject. It clearly hit at least one in those engagements.

MR. : (Inaudible.)

REP. HEFNER: I am.

GEN HITE: Because the Secretary indicated there was part of a controversy and so we have some numbers. I don't recall exactly what the documentation was at the time - (inaudible.) We were 80 percent confident that we had an 80 percent hit.

REP. HEFNER: You had an 80 percent hit on that one, we know, right?

GEN. HITE: Yes sir, 80 percent confidence - (inaudible.)

REP. HEFNER: Well, you know, the reason I asked is the Patriot has a very interesting history around here. It goes back a long, long way, as you gentlemen know.
