Pentagon officials have noted an acceleration in US research on bistatic radar, which they believe will let them locate stealth aircraft and cruise missiles. The concept has a large, manned aircraft transmitting a massive radar signal from behind friendly lines while other aircraft - probably UAVs - fly over enemy territory carrying sensitive receivers. These receivers are designed to catch the radar signals deflected by low observable aircraft and missiles. Modern high speed computers will then plot the threat's position.

The Defense Dept, NASA, and other agencies have initiated a major new effort to coordinate federal space technology development. The effort is designated, the Space Technology Alliance. Under the Alliance, the Army, Navy, Air Force, NASA, the National Reconnaissance Office, Energy Dept, Darpa and BMDO are, for the first time, coordinating all their space technology initiative. The top space technology managers for the eight agencies have been quietly meeting in Washington about every month since October to chart this new strategy to refocus several hundred million dollars in annual federal space technology development. The surplus Standard SAM was converted into what the navy calls the Terrier Missile Target-1 (TMT-1) and fired from a MK-5 launcher at the Pacific Missile Test Range last month. During a recent test, the TMT-1 was configured to resemble a 'Scud' missile and was fired 144mm down range and was successfully tracked by both Aegis cruisers and destroyers, according to navy officials. Feasibility and performance are investigated for a baseline configuration of a parashield reentry vehicle, so named because it combines features of a parasol in a folding heatshield that might also be used as a landing parachute. The flowfield properties and heat transfer response are calculated for a 150-kg, 2.6 m diameter baseline parashield vehicle on a reentry trajectory from low earth orbit. The reentry shield is formed from high temperature cloth stretched over rigid folding spars and has a very low ballistic coefficient.

An orbiting detector of infrared energy may be used to detect the rocket plumes generated by ballistic missiles during the powered segment of their trajectory. By measuring the angular directions of arrival of the detections over several observations, the trajectory properties, launch location, and impact area may be estimated using a nonlinear least square iteration procedure. Observations from two or more sensors may be combined to form stereoscopic lines of sight, increasing the accuracy of the algorithm. A computer model is presented of an estimation algorithm that determines what parameter or combination of parameters will have a significant effect on the error of the tactical parameter estimation.

The Midcourse Space Experiment (MSX) is a Ballistic Missile Defense Organization demonstration and validation satellite program that has both defense and civilian applications. MSX was launched on April 24, 1996, and has UV, visible, and infrared instruments including the Space Infrared Imaging Telescope (SPIRIT 3) cryogenic telescope. MSX had several contamination-measuring instruments to monitor pressure, gas species, water and particulate concentration, and condensable gas species. A cryogenic quartz crystal microbalance (CQCM) and four temperature controlled quartz crystal microbalances were part of this suite of contamination measuring instruments onboard the satellite. The CWCM was located internal to the Spirit 2 cryogenic telescope and was mounted adjacent to the primary mirror. The CQCM provided a real-time monitor of contaminant mass deposition on the primary mirror which was cooled to the same temperature as the mirror.
