Enable Air Force to quickly move out
- Enables Industry participation in defining effort, getting their “buy-in”
- Keeps teams working toward RD, while allowing transition of current BMDO design work
- Ensures Government viewed as impartial to all competitors
- Proper first step to gain fidelity in competing concepts for selection
Obtain data for SECDEF report to Congress
- Generate higher fidelity cost, schedule, performance (to include technical legacy) assessments
- Examine possible demonstration concepts in detail
- Provide non-DoD site selection recommendations this fiscal year
