President Bush Releases Additional $196 Million in
Emergency Funds to Provide for the Humanitarian and Security Needs
Related to the Attack on America
Washington, DC, October 5, 2001 -- President George W. Bush
today released $196 million in emergency funds to provide for the
humanitarian and security needs related to the attack on America. This is
the third installment from the $40 billion in emergency funds enacted in
September. This installment brings the total amount released from the
emergency fund to $7.1 billion.
The $196 million will be used by the Departments of Agriculture,
Defense, Justice, State, and Veterans Affairs and the Executive Office of
the President to address consequences of the attacks. Specifically, the
funding will be used for: creation of the Office of Homeland Security;
establishment of the Office of the Special Master to assist in the
compensation of victims; internment costs for the burial in national
cemeteries of veterans killed in the attacks; refugee and food assistance
programs in Afghanistan and Pakistan, as well as other neighboring
countries; and other urgent security-related activities.
OMB will continue to work with the agencies to determine additional
needs. No further congressional action is required for these transfers.

These funds will be used to purchase and deliver food to vulnerable
people inside Afghanistan, as well as potential new refugees in Pakistan
and other neighboring countries.

The resources will enable the Defense Department to provide necessary
upgrades to the Presidential aircraft fleet.
Department of Justice Legal
Activities and U.S. Marshals
Salaries and Expenses, General Legal Activities |
$7,300,000 |
These resources will support the establishment of the Special Master’s
office, pursuant to P.L. 107-42. The Special Master is responsible
for compensating victims of the World Trade Center and Pentagon attacks.
Department of State Other
Migration and Refugee Assistance |
$50,000,000 |
These funds will be used to provide assistance to potential new
refugees through the United Nations High Commissioner for Refugees, the
International Committee of the Red Cross, the International Federation of
the Red Crescent, and private voluntary organizations in Pakistan and
other neighboring countries.

These funds will be used for internment costs for the burial in
national cemeteries of veterans killed in the terrorist attacks.
