Columbia Annex - CANX

The NSA CANX Columbia Annex compound is located south of Columbia, MD.

Columbia Annex [CANX] is the primary British SIGINT facility in the United States, where British intelligence interfaces with American eavesdropping computers. This relationship dates back to the 1943 Britain-USA (BRUSA) agreement to coordinate the Communications Intelligence (COMINT) activities of both governments. In 1947 this relationship was extended through the UKUSA Agreement which brought together the SIGINT organizations of the United States, Britain, Canada, Australia and New Zealand. By the 1960s Government Communications Headquarters (GCHQ) personnel had established a permanent presence at Fort Meade.

The British Liaison Office [BLO] at CANX provides target lists to NSA which provides BLO with COMINT intercepts of American citizens. Since this is British target, this does not violated restrictions on collection against "US Persons." The US provides the same service to the British through the Menwith Hill facility.
