SUBJECT: DCI EXCEPTIONAL INTELLIGENCE ANALYST PROGRAM
(SUSPENSE: 1 NOV 97)

 

1. THE DIRECTOR OF CENTRAL INTELLIGENCE (DCI) IS SEEKING

NOMINATIONS FOR THE EXCEPTIONAL INTELLIGENCE ANALYST PROGRAM (EIAP).

MANAGED BY THE CENTER FOR THE STUDY OF INTELLIGENCE (CSI), THE

PROGRAM IS HIGHLY COMPETITIVE AND IS OPEN TO ANALYSTS THROUGHOUT THE

INTELLIGENCE COMMUNITY. EACH YEAR, BETWEEN SIX AND TEN COMMUNITY

ANAYLSTS ARE AFFORDED THE OPPORTUNITY TO PURSUE A YEAR-LONG PROJECT,

STUDY PROGRAM, OR RESEARCH ENDEAVOR THAT WILL BENEFIT BOTH THE

ANALYST AND THE INTELLIGENCE COMMUNITY.

 

2. NATURE OF THE PROGRAM.

ANALYSTS ARE GIVEN WIDE LATITUDE IN DESIGNING AND SUBMITTING

PROPOSALS. THEY MAY INCLUDE: SABBATICALS IN THE US AND ABROAD; A

PROGRAM OF STUDY AND/OR RESEARCH AT A COLLEGE OR UNIVERSITY;

TEMPORARY ASSIGNMENTS TO OTHER US GOVERNMENT AGENCIES.

 

3. ELIGIBILITY.

CAREER CIVILIAN AND MILITARY INTELLIGENCE OFFICERS ARE ELIGIBLE FOR

THE PROGRAM. APPLICANTS MUST: HAVE EXTENSIVE EXPERIENCE AS AN

INTELLIGENCE ANALYST; BE GRADE GS-11 THROUGH 15 OR 0-3 THROUGH 0-5

AND IDENTIFIED AS AN INDIVIDUAL WITH HIGH POTENTIAL; SUBMIT A

PROPOSAL THAT HAS BEEN SCREENED AND APPROVED BY HIS/HER SPONSORING

MAJCOM/AGENCY.

 

4. APPLICATION PROCEDURES.

THE APPLICATION MUST BE ENDORSED BY THE ANALYST'S HOME MAJCOM/AGENCY

AND SHOULD INCLUDE THE FOLLOWING:

A. A PERSONAL HISTORY INCLUDING FORMAL EDUCATION, WORK EXPERIENCE,

AND PRIOR TRAINING.

B. A CHRONOLOGICAL SKETCH OF THE APPLICANT'S PROFESSIONAL CAREER.

C. A DETAILED PROGRAM OUTLINE THAT CONTAINS OR SPECIFIES:

(1) CANDIDATE'S COMPLETE NAME, MAILING ADDRESS, AND TELEPHONE NUMBERS

AS WELL AS THOSE OF THE HOME COMPONENT'S TRAINING/PERSONNEL OFFICER.

(2) A SUMMARY STATEMENT ABOUT WHAT THE ANALYST HOPES TO ACCOMPLISH IN

THE PROGRAM.

(3) A DESCRIPTION OF THE PRODUCTS THAT WILL BE PRODUCED DURING THE

ANALYST'S TENURE IN THE PROGRAM

(4) A DESCRIPTION OF HOW THE PROPOSED PROGRAM WILL IMPROVE THE

CANDIDATE'S ANALYTICAL ABILITIES.

(5) WHO THE APPLICANT'S MENTOR OR ADVISOR WILL BE AND THE REASON FOR

HIS/HER SELECTION.

(6) A DETAILED ESTIMATE OF PROPOSED COSTS FOR TRAVEL, TUITION, AND

OTHER EXPENSES BROKEN DOWN BY FISCAL YEAR 1998 AND 1999.

(7) A POINT OF CONTACT FOR TRANSFERRING FUNDS TO THE SPONSORING

AGENCY.

 

5. MANAGEMENT AND FUNDING.

A. THE EIAP FUNDS TDY TRAVEL, TUITION, BOOKS, COMPUTER SOFTWARE, AND

OTHER SIMILAR EXPENSES. IT DOES NOT, HOWEVER, PAY FOR COMPUTER

HARDWARE. EXPENDITURES MUST BE APPROVED IN ADVANCE BY CSI AND CANNOT

EXCEED $20,000. PARTICIPANTS ARE REQUIRED TO SUBMIT VIA THE

SPONSORING AGENCY QUARTERLY REPORTS DETAILING EXPENDITURES WITH

BILLING AND ORIGINAL RECEIPTS TO THE FOLLOWING ADDRESS:

B. IN ADDITION, PARTICIPANTS ARE REQUIRED TO SUBMIT QUARTERLY STATUS

C. DRAFTS OF PAPERS AND REPORTS ARE DUE NO LATER THAT 30 DAYS AFTER

THE END OF THE PROGRAM. THE CENTER PLANS TO PUBLISH THE PAPERS

PRODUCED BY ANALYSTS WHO PARTICIPATE IN THE PROGRAM. PARTICIPANTS

ALSO MAY PUBLISH ARTICLES OR MANUSCRIPTS UNDER THE SPONSORSHIP OF

THEIR HOME COMPONENT OR OUTSIDE THE INTELLIGENCE COMMUNITY IF

AUTHORIZED TO DO SO BY CSI AND THE PARENT ORGANIZATION. ANY

ROYALTIES OR OTHER FEES RECEIVED AS A RESULT OF SUCH PUBLICATION MUST

BE REMITTED TO THE US GOVERNMENT.

 

6. SELECTION.

A PANEL OF SENIOR OFFICERS FROM THE INTELLIGENCE COMMUNITY WILL

SELECT THE WINNING PROPOSALS. AN INTERVIEW WITH THE PANEL MAY BE

REQUIRED. THE DIRECTOR OF THE CENTER FOR THE STUDY OF

INTELLIGENCE, ACTING ON BEHALF OF THE DCI, WILL ANNOUNCE THE

WINNING CANDIDATES ON OR BEFORE 2 MARCH 1998. PROPOSALS WILL BE

EVALUATED USING THE FOLLOWING CRITERIA:

A. IS THE PROPOSAL ORIGINAL AND CLEARLY PRESENTED?

B. ARE THE PROPOSAL'S GOALS REALISTIC AND CAN THEY BE ACCOMPLISHED

DURING THE ONE-YEAR PROGRAM?

C. WILL THE PROPOSED PROGRAM SIGNIFICANTLY ENHANCE THE APPLICANT'S

VALUE AS A CAREER INTELLIGENCE ANALYST?

D. WILL THE PROGRAM MAKE A SIGNIFICANT CONTRIBUTION TO THE MISSION OF

THE INTELLIGENCE COMMUNITY?

E. DOES THE PROPOSAL ADDRESS IMPORTANT NATIONAL INTELLIGENCE NEEDS?

F. ARE PUBLISHABLE PRODUCTS (CLASSIFIED OR UNCLASSIFIED) LIKELY TO

RESULT FROM THE PROJECT?

 

7. A NEW REQUIREMENT FOR SUBMITTING PROPOSALS THIS YEAR WILL BE TO

SUBMIT THE ENTIRE PROPOSAL (INCLUDING COMMAND/AGENCY ENDORSEMENT

LETTER) TO HQ USAF/XOIIFM VIA CLASSIFIED OR UNCLASSIFIED EMAIL NLT 1

NOV 97. THE PROPOSAL MAY BE DIVIDED INTO SEVERAL ATTACHMENTS TO THE
