 RMKS/1.  THIS ADVISORY PROVIDES GUIDANCE TO PREVENT AUTOMATIC                  

 LAUNCHER LOADING OF STANDARD MISSILES (SM) DURING NCTR ILLUMINATION            

 ASSIGNMENT IN BASELINE 1.4.  THIS ADVISORY IS APPLICABLE TO USS                

 TICONDEROGA AND USS VINCENNES AND WILL BE APPLICABLE TO THE REMAINING          

 BASELINE 1 CRUISERS AS THE AN/UPX-34(V) IS INSTALLED DURING ROH.               

                                                                                

 2.  BACKGROUND.                                                                

                                                                                

      A.  THE AN/UPX-34(V) RADAR TRACK DISCRIMINATION SYSTEM PROVIDES           

 TARGET IDENTIFICATION OF ACTIVE AN/SPY-1 AIR TRACKS.  THIS IS                  

 INITIATED BY MEANS OF A NCTR ILLUMINATION ASSIGNMENT.  THE DESIGNATED          

 TARGET IS ILLUMINATED BY THE FIRE CONTROL SYSTEM AND THE REFLECTED             

 ILLUMINATION IS PROCESSED TO PROVIDE A LIST OF CANDIDATE AIRCRAFT.             

 AN/UPX-34(V) IS INSTALLED AND INTEGRATED INTO BASELINE 1.4 ON CG 47            

 AND 49 AND WILL BE A FUTURE MODIFICATION TO CG 48, 50 AND 51.                  

 AN/UPX-34(V) INTEGRATION INTO BASELINE 2 AND FOLLOW IS IN                      

 DEVELOPMENT.                                                                   

                                                                                

      B.  IN BASELINE 1.4, NCTR ILLUMINATION ASSIGNMENT RESULTS IN THE          

 LOADING OF SM ONTO READY LAUNCHER(S).  NCTR ILLUMINATION ASSIGNMENTS           

 ARE PROCESSED AS SM ENGAGEMENT ORDERS (EO).  EO ARE DIVIDED INTO               

 THREE CATEGORIES:                                                              

                                                                                

                                                                                

           (1) A STANDARD MISSILE EO IS AN ORDER TO ENGAGE A                    

               DESIGNATED TARGET WITH SM(S).                                    

                                                                                

           (2) A SPECIAL ILLUMINATION ASSIGNMENT ORDER IS A REQUEST TO          

               ILLUMINATE A DESIGNATED TARGET.                                  

                                                                                

           (3) A NCTR ILLUMINATION ASSIGNMENT ORDER IS A REQUEST TO             

               ILLUMINATE A DESIGNATED TARGET FOR THE PURPOSE OF TARGET         

               IDENTIFICATION.                                                  

                                                                                

      C.  EO AND EO UPDATES ARE RECEIVED BY THE WEAPON CONTROL SYSTEM           

 COMPUTER PROGRAM FROM THE COMMAND AND DECISION (C AND D)                       

 SYSTEM.  IF THE EO IS THE INITIAL ENTRY INTO THE EO LIST, A MISSILE            

 HANDLING ORDER NOTIFICATION IS ISSUED TO LOAD ELIGIBLE LAUNCHERS.              

 THE FOLLOWING LOADING ELIGIBILITY CONDITIONS APPLY:                            

                                                                                

           (1) THE LAUNCHER AVAILABILITY STATUS MUST INDICATE                   

 OPERABLE-NO FAULT AND AVAILABLE.  DUAL RAIL LOAD ORDERS ARE ISSUED             

 UNLESS ONLY ONE RAIL IS OPERABLE AND AVAILABLE.                                

                                                                                

           (2) IF THE EO IS AN UNCONFIRMED AUTO SPECIAL OR FOR ECM              

 LOAD, ONLY ONE LAUNCHER IS LOADED (SUBJECT TO THE RESTRICTIONS OF              

 CONDITION (1)).                                                                

                                                                                

           (3)  IF THE EO IS A CONFIRMED AUTO SPECIAL, AUTOMATIC OR             

 SEMIAUTOMATIC (MANUAL), BOTH LAUNCHERS ARE LOADED (SUBJECT TO THE              

 RESTRICTIONS OF CONDITION (1)).                                                

                                                                                

      D.  THERE ARE TWO DIFFERENCES BETWEEN A SM EO AND A SPECIAL OR            

 NCTR ILLUMINATION ASSIGNMENT:                                                  

                                                                                

           (1) MISSILE(S) CANNOT BE FIRED DURING A SPECIAL OR NCTR              

 ILLUMINATION ASSIGNMENT UNLESS THE ASSIGNMENT IS UPGRADED TO A SM              

 ENGAGEMENT.  THIS SM ENGAGEMENT ACTION IS INITIATED BY THE ANTI-AIR            

 WARFARE COORDINATOR (AAWC) PRESSING THE ENGAGE AND STANDARD MISSILE            

 VABS, OR BY C AND D DOCTRINE UPGRADE.  UPGRADING TO A SM ENGAGEMENT            

 PREEMPTS NCTR PROCESSING, CAUSING THE ILLUMINATORS TO BECOME                   

 AVAILABLE IMMEDIATELY.                                                         

                                                                                

           (2) WHEN LAUNCHER(S) ARE LOADED DURING A SM ENGAGEMENT, THE          

 LAUNCHER WILL LOAD MISSILE(S) AND SLEW TO THE TARGET.  DURING A                

 SPECIAL OR NCTR ILLUMINATION ASSIGNMENT, THE LAUNCHER WILL LOAD                

 MISSILE(S) BUT WILL REMAIN IN THE AIR READY POSITION.                          

                                                                                

      E.  ADDITIONAL DETAILED INFORMATION ON THIS PROCESS IS CONTAINED          

 IN REF A AND THE CSTOM.                                                        

                                                                                

 3.  ACTION.  CG 47 CLASS SHIPS WITH NCTR INTEGRATED IN BASELINE 1.4            

 SHALL ENSURE OPERATORS ARE AWARE MISSILES WILL BE AUTOMATICALLY                

 LOADED ONTO READY LAUNCHER(S) DURING NCTR ILLUMINATION ASSIGNMENT.             

 WHEN DIRECTED BY CO OR TAO, ANY OF THE FOLLOWING ACTIONS MAY BE TAKEN          

 TO MAKE THE LAUNCHER(S) UNAVAILABLE AND PREVENT AUTOMATIC LAUNCHER             

 LOADING DURING A SM, SPECIAL ILLUMINATION OR NCTR ILLUMINATION EO.             

 IF NONE OF THESE ACTIONS ARE TAKEN, MISSILES WILL BE LOADED ONTO               

 LAUNCHER(S).  THESE ACTIONS WILL DELAY LAUNCHER RESPONSE TIME FOR SM           

 ENGAGEMENT.                                                                    

                                                                                

      A.  PLACE THE FIRE/INHIBIT SWITCH (FIS) TO INHIBIT POSITION.              

                                                                                

      B.  PLACE THE LAUNCHER(S) INTO LOCAL AT THE LAUNCHER CONTROL              

 STATION.                                                                       

                                                                                

      C.  MISSILE SYSTEM SUPERVISOR (MSS) MAKE THE LAUNCHER/RAIL(S)             

 NOT USED.                                                                      

                                                                                

 4.  FOR COMNAVSURFLANT/COMNAVSURFPAC - RECOMMEND CG 47-51 BE TASKED            

 TO ADHERE TO PARA 3 ACTION.                                                    

                                                                                

 5.  FOR NSWC PHD - INCORPORATE THE CONTENTS OF THIS ADVISORY INTO              

 THE CSTOM FOR BASELINE 1.4.                                                    

                                                                                

 6.  THIS ADVISORY HAS NO IMPACT ON CSOSS, EOSS, CMMP, OR PMS.  THIS            

 ADVISORY WILL BE CANCELLED WHEN THE CSTOM HAS BEEN UPDATED AND                 

 PROMULGATED TO THE FLEET.
