A100001 -- AIR DATA RECORDER (ADR)

DESCRIPTION: This program installs an air data recorder in 40 A/OA-10 aircraft to document the stresses and loads on the aircraft during typical missions.

JUSTIFICATION: The original service life of the A/OA-10 was 8,000 hours, equating to approximately to FY2005. The revised service life was projected out to 12,000 hours, equating to approximately FY2016. The most recent long range plan has the A/OA-10 in the fleet through FY2028, which equates to approximately 18,000-24,000 hours. The collection and analysis of flight data is paramount in maintaining a viable A/OA-10 fleet out to these service life projections through the structural integrity program. It is a safety of flight issue. Current air data recorders are installed on approximately 40 aircraft and have a mean time between failure (MTBF) of 245 hours and are becoming unsupportable. The new system MTBF will be approximately 2400 hours.

ISSUES: Funding break in FY03. Program requires funds be moved from FY04 to FY03. We are currently looking into the possibility of utilizing the Mega Data Transfer Cartridge (MDTC) as an air data recorder. This would enable every aircraft, instead of just 40, to collect necessary data and would require no new equipment other than maintenance data readers.

A100002 -- EMBEDDED GPS / INS (EGI)

DESCRIPTION: The Embedded Global Positioning and Inertial Navigation System (EGI) is a self-contained, all-weather navigation system which provides positioning, velocity, and acceleration data for the aircraft. The EGI receives its radio frequency signals from the GPS satellite transmutations. The EGI receiver tracks up to five satellites simultaneously. The single LRU contains a ring laser gyro INU and GPS functions.

JUSTIFICATION: Replaces the existing LN-39 Inertial Navigation Unit (INU) which is currently the highest fail rate component on the A/OA-10. EGI will have a 2000 hour mean time between failure (MTBF) rate compared to the current LN-39 MTBF of 185 hours. Operations and Support savings will be in excess of $18M per year upon full fleet modification. Congress has mandated that no modifications be performed on any non-GPS equipped platforms after the year 2000. GPS accuracy is needed for future modifications i.e.; SADL and future smart weapons integration.

ISSUES: There was $6.1M taken in FY97. If this money is not replaced in FY98 or FY99 then the above numbers need to be increased to reflect the recoup of this take.

A100005 -- LOW ALTITUDE SAFETY AND TARGET ENHANCEMENT (LASTE)

COMPUTER UPGRADE

DESCRIPTION: This modification will develop and install a new Low Altitude Safety and Targeting Enhancement (LASTE) computer, including the operational flight program (OFP) software upgrade. Current LASTE system limits will prevent future growth. Kit procurement includes 109 kits for modification of spares.

JUSTIFICATION: The current computer is at itís throughput and memory limits which precludes future OFP updates. Symbology and voice message computer (VMC) changes necessitate hardware change with LRU, resulting in higher costs.

A100007 -- TF34 ACCESSORY GEAR BOX (AGB) LIFE IMPROVEMENT

DESCRIPTION: This modification incorporates several design changes to the accessory gear box associated with unit removals due to Joint Oil Analysis Program (JOAP) rejects and bearing failures.

JUSTIFICATION: The incorporation of these design fixes extends the useful life of the AGB and reduces the existing maintenance expense associated with the high removal rate. These changes will significantly improve flight safety and engine reliability and will increase mean time between failures (MTBF) from 3482 to 23,021 hours.

A100008 -- IMPROVED AIRBORNE VIDEO TAPE RECORDER (IAVTR)

DESCRIPTION: This program is comprised of a Mil-Standard 8mm color video tape recorder and a high resolution color heads up display (HUD) camera for the active duty A/OA-10s. The ANG have installed a commercial off the self (COTS) 8mm color recorder in their aircraft.

JUSTIFICATION: The current system is limited to 30 minutes record time while the average A/OA-10 mission exceeds two hours. High dependency of post flight review for training sorties given the A/OA-10 only has single seat versions dictating the Instructor Pilot or supervisor be in another aircraft. Critical portions of the flight (i.e.; takeoff, rejoin, low level navigation, weapons employment, and landing) exceed the 30 minute capability of current system resulting in possible safety of flight issues and poor habit patterns going undetected and uncorrected. Low resolution of current system reduces effectiveness of mission evaluation and training. Color HUD camera offers higher resolution to increase training effectiveness, and is less expensive than current black and white equipment.

ISSUES: Program originally funded: FY98 - $2.0M FY99 - $3.0M. $2.0M in FY98 taken as offset for HH-60 program. Program is executable with FY99 funding, but at a significantly reduced capability. The gaining units would have to purchase their own playback units (color 8mm video tape players: 4 per briefing room X 4 briefing rooms; color monitors: 1 per briefing room X 4 briefing rooms; all associated wiring and switching hardware). Current FY99 funding also does not provide for auto start recording function, on-site training for government personnel, or training media. Above $800K required to complete program.

A100010 -- COMMON MISSILE WARNING SYSTEM (CMWS)

DESCRIPTION: Advanced missile warning system with the capability to passively detect incoming missiles, provide warning to pilot, and provide automatic countermeasure response. This program integrates with EWMS modification. Group B equipment is being developed by lead service, US Army. ASC/LN acting Air Force program manager.

JUSTIFICATION: Provides increased pilot situational awareness and increased survivability for current undetected missile engagements. Detection and approach warning will eliminate unreacted to missile engagements thus providing increased situational awareness to the pilot. Automatic countermeasures employment will further enhance survivability through reduced task loading during critical phases of flight.

A100011 -- ELECTRONIC WARFARE MANAGEMENT SUITE (EWMS)

DESCRIPTION: The EWMS consolidates EW cockpit controls, improves pilot vehicle interface, and increases reliability and maintainability. The system integrates chaff/flare, radar warning receiver, and electronic countermeasures warfare management system. This is a follow-on modification for the Air Force based on ANG/AFRC program.

JUSTIFICATION: The EWMS provides the A/OA-10 with an integrated system connecting the RWR with the chaff/flare dispenser (ALE-40) and ECM pod for semi-automatic and automatic operation. Current system only provides for manual operation based on pilotís system interpretation.

ISSUES: EWMS ties into the CMWS modification. There is an effort to realign the CMWS program to afford concurrent installs of these two complementary programs to realize cost savings.

A100013 -- EPLRS WITH MFD (SADL)

DESCRIPTION: Situational Awareness Data Link is comprised of an Enhanced Position Location Reporting System (EPLRS) with a color Multi-Functional Display (MFD) containing a computer processor. The system will provide digital air-to-air and air-to-ground data communications improving situational awareness. Provides direct link into U.S. Army digitized battlefield.

JUSTIFICATION: Reduces the probability of fratricide by identifying friendly air and ground forces equipped with EPLARS type radio. Primary means of communication and coordination with Forward Air Controller (FAC) in the Close Air Support (CAS) role, the primary mission of the A/OA-10. Provides a seamless integration with U.S. Army digitized battlefield. Enhances sortie effectiveness through reduced pilot workload and increased situational awareness. Provides necessary link into the future digitized force structure through direct integration and gateways, i.e., VMF and LINK-16. New MFD will increase MTBF rate of the current Television Monitor (TVM) from 484 hours to 2000 hours; MTBF rate for TVM with EGI modification is projected to be 81 hours. Current TVM unable to support SADL.

ISSUES: COMACC received briefing advocating SADL in lieu of LINK-16 for the A/OA-10 on 23 May 1997. Direction was provided to go find offsets to start the program. DRP, DRM, and DRG are actively pursuing offsets to begin funding in FY98. The above profile reflects a FY99 start. This is an unfunded initiative.

A100016 -- DIGITAL TERRAIN SYSTEM (DTS)

DESCRIPTION: Provides the A/OA-10 with a digital terrain system through the use of a Mega Data Transfer Cartridge/Processor (MDTC/P). The digital terrain data is loaded onto the MDTC and terrain elevation is continually processed within 10 km of aircraft position. DTS will provide a predictive Ground Collision Avoidance System (GCAS), terrain referenced navigation (TRN), database terrain cueing (DBTC), passive ranging (PR), and obstacle warning/cueing (OWC).

JUSTIFICATION: DTS will significantly improve current GCAS by providing a predictive system to protect pilots from controlled flight into terrain (CFIT), the primary cause of A/OA-10 class A mishaps. DTS will significantly improve weapons accuracy through PR and target elevation data due to A/OA-10ís lack of any other means to determine the bombing triangle slant range to the target. Provides increased coordinate accuracy by eliminating elevation errors. Current system (Radar Altimeter) treats the earth as a flat plane; this modification provides a new capability to the A/OA-10 significantly improving system effectiveness.

ISSUES: Program is still in the development stage. Licensing issue of Terrain Profile and Matching (TERPROM) software with British Aerospace still unresolved. Initial cost estimates in 1994 for unlimited rights for the A/OA-10 was $3.5M.

A100018 -- UNIT TRAINING DEVICE (UTD)

DESCRIPTION: This program acquires 13 UTDs for the A/OA-10 community. The UTD is a low cost, semi-portable simulator with a limited visual display. This program will provide a unit level pilot training capability to support qualification and continuation training at both training and operational units. Program was initiated by ANG and AFRC, and is managed by ASC/YWPD.

JUSTIFICATION: This program along with the ANG buy of six UTDs will fully equip each A/OA-10 squadron with one UTD. Currently A/OA-10 FTU and operational units do not possess any simulation capability. A student in the A/OA-10 FTU flies his first, and all subsequent, sorties solo without the benefit of simulated flight in a controlled environment. His first flight in instrument conditions is solo while in actual weather conditions. His first flight with an emergency is solo with an actual emergency that has never been practiced/simulated under controlled conditions. Lack of training device prevents simulation and evaluation of emergency procedures, instrument flight, and weapons employment in a realistic, safe, and controlled environment; this is a critical deficiency in the FTU.

A100019 -- ON BOARD OXYGEN GENERATION SYSTEM (OBOGS)

DESCRIPTION: Modification will replace current liquid oxygen system with commercial off the self system capable of generating oxygen.

JUSTIFICATION: The current liquid oxygen system on the A/OA-10 aircraft requires special handling due to its cryogenic properties. The special handling precautions drive up maintenance costs and aircraft downtime. This reliability/maintainability problem will be alleviated with OBOGS.

A100035 -- LOW COST SAFETY MODIFICATIONS

DESCRIPTION: Provides for low cost modifications (less than $900K) to improve safety. These funds support engineering studies and TCTOs to the field in response to accident investigations and safety related field deficiency reports.

JUSTIFICATION: Present plans call for engineering studies to be performed in three areas; ejection seat redundancy, ground collision avoidance system (GCAS) enhancements, and stability augmentation system (SAS) enhancements. Failure to fund reduces capability to react quickly to safety deficiencies that could be incorporated through engineering analysis and TCTO publication.

A100036 -- LOW COST MODIFICATIONS

DESCRIPTION: Low cost (less than $900K) modifications which are necessary for reliability, maintainability, and/or improved system performance and to reduce logistic costs.

JUSTIFICATION: Provides for the engineering analyze and TCTO publication for deficiencies found in the field. Previous efforts have included; electronic clock, cold-hole rework, #3 bearing inspections, and oil supply tube fixes. Increases capability to react quickly to deficiencies found in the field that can be corrected through analysis and TCTO publication.
