Clear Radar Upgrade Industry Week Meeting Minutes

8-10 April 1997

  1. The Clear Radar Upgrade (CRU) Industry Week commenced at 1200 on 8 April 1997 at Bldg 370, Robins AFB, GA. Lt Chris Biegun, ESC/TN-3 CRU Project Leader, welcomed the industry and Government attendees (Attachment 1) and gave an overview of the agenda (Attachment 2). Lt Col Gerry Kuchinsky, AFSPC/DRCS Command lead for CRU, presented an overview of the CRU program and objectives (Attachment 3). The last activity of the afternoon was a tour of the PAVE PAWS site located on Robins AFB.

  1. On 9 April 1997 the industry meeting reconvened at the Museum of Aviation located outside Robins AFB. The purpose of this portion of the meeting was for Industry and the Government to review the draft CRU Request for Proposal (RFP) available on Hanscom Electronic RFP Bulletin Board (HERBB) and to provide an opportunity to answer any questions on the part of industry. All questions asked during the meeting and the responses will be available on HERBB. Please note that answers are subject to change.

  1. Mr. Jack Tyrrell, SenCom, began the review with a presentation of the CRU Government risk matrix. The risk matrix lists the CRU Program risks assessed by the Government. A modified version of the matrix will be incorporated in the RFP as an attachment to the Instructions for Proposal Preparation (IFPP). Ms. Patricia Opheen, COEPA-PM-M, presented the Corps of Engineers (COEs) comments to the risk matrix. The COE comments will be reflected in the next version of the risk matrix that will be posted on HERBB.

  1. Mr. Robert Powell, SenCom, presented the Statement of Objectives (SOO). The SOO expresses the basic, top-level objectives of the CRU acquisition. In accordance with acquisition reform initiatives, the SOO is provided in the RFP in-lieu of a Government-written Statement of Work (SOW). Mr. Powell stated that the Government will not be requiring the offeror’s to provided a SOW for the design and construction CLINs, but only for the system integration portion of the proposal.

  1. Lt Biegun, presented Section M of the RFP, Evaluation Factors for Award. This document contains the evaluation factors that form the basis for evaluation of the offerors proposal.

  1. Mr. Powell briefed the Instructions for Proposal Preparation that will be contained in Section L of the RFP.

  1. Mr. Tyrrell presented the CRU Systems Integration Technical Requirements Document (TRD).

  1. Lt. Biegun presented the CRU Award Fee Plan.

  1. Lt Biegun reviewed the CRU Government Furnished Property List (GFP). The GFP list is composed of all the Government Furnished Equipment (GFE) and Government Furnished Information (GFI) that will be available on the CRU contract.

  1. On 10 April 1997 the RFP review meeting reconvened at the Museum of Aviation. Government and industry continued the RFP review.

  1. Ms. Opheen started the morning with an overview of the facilities requirements. Ms. Opheen addressed comments and questions to the Facilities TRD and Special Contract Requirements (SCRs) that were provided by industry. Industry was primarily concerned about how to discriminate between the minimum requirements in the documents as opposed to what items were just design recommendations (and not requirements). The facilities portion of the RFP was scheduled for a detailed review following the industry meetings so therefore discussion was deferred until the next update of the design package.

  1. Ms. Themoula Poirier, contracting officer for ESC/TNK, presented Section A-K of the model contract.

  1. Ms. Susan Wojewuczki, SenCom, discussed the Contract Data Requirements List (CDRL). A draft CDRL list is available for the systems integration portion. The facilities design and construction submittals are contained in the Facilities TRD and SCRs. An integrated CDRL containing the facilities design and construction and the systems integration data items will developed for the next update of the CDRL.

  1. The Industry Week activities adjourned at 1300 on 10 April 1997. The Government elected not to develop the evaluation standards with industry. The evaluation standards will be developed and will be available for review and comments by industry on HERBB. Lt Biegun thanked all participants for the helping to make the CRU Industry Week a success and encouraged industry to continue to submit comments to the RFP package. The next draft of the CRU RFP is scheduled for release on HERBB on or about 7 May 1997.
